ARMS EMBARGO MAY BE WEAPON . AGAINSTMEXICO Indications That Washington Awaits Overt Act to Lift Ban. Eti United Press WASHINGTON, March 23.—Abrogation of the Mexican anti-smug-gling treaty by the United States reopened general discussion here today of possible lifting of the American arms embargo and consequent Civil war south of the Rio Grande. After March 28, this Government will be under no treaty obligation to prevent arms smuggling to Mexican counter-revolutionists, and the way is thus cleared for effective removal of the embargo. \ The United Press understands President Coolidge has no intention of acting immediately. But if and when Mexico commits an alleged overt act in the oil land law dispute by seizing American property, removal of the arms embargo in retaliation is considered probable. ißiiere are evidences that the Calles government is in a conciliatory mood and trying to avoid any such overt act. Bn United Press CHICAGO, March 23.—An "alley dog” will have a place of honor with the bluebloods of the canine world when the twenty-sixth annual show of the Chicago Kennel Club opens Friday. The dog has been entered by 14-year-old Frank Brown, who proclaims the dog is "self-made.” The dog goes by the rather common name of “Steve.” Writing officials of the < show, asking permission to enter his dqg, the boy gave the following pedigree: Born —Don’t know. Ownership—Found by me in an alley in 1921 when he was homeless and hungry. Name —Steve. Parents —Don't know. Previous Shows Won beauty prize in unpedigreed show in 11)22; won special first prize in 1926 Kennel Club show. Special Qualifications —Was the hero in' stopping two robbers who attempted to rob the bank of .Park of S7OO. The dog chased one of the robbers and forced the bandit to drop the loot. Officials of the Kennel Club were puzzled whether to permit the dog to enter the show, but his young master’s youthful letter explaining that "Steve is part wonderful dog, and this year I'll fix his cage swell,’* won the dog the right to contest with the bluebloods of the dog world.
