NAVY BLUE THE RAGE, SAYS ILENE Even in Hats, Indianapolis Girl Writes From Paris. Paris, March 3. Dearest Sue: Your orders for frocks have been filled, and now I’ll proceed to tell you some more about things I’m seeing around here. Maybe you will want some of them for your trousseau, too. One of the most practical frocks is one which would be the smartest for traveling over the country, as you will be doing soon, is a dark blue coat of very light wool, trimmed with folds, seams and pockets in the approved fashion, and has the cunningest possible dickey of white silk with blue dots and a tie of navy blue silk. Navy Blue Hats By the way, with navy blue outfits here the smart houses are advocating the navy blue hat in felt or straw. It completes the costume more effectively than a hat of any other color possibly could. Navy blue, you know, is very nattering to the average skin, brings out that purple tone that is suposed to be the mark of such devastating beauty. Another cunning outfit in navy blue is the plaid blouse and plain blue skirt. The blouse Is of soft taffeta which also forms a panel on the side. The full skirt is of crepe roma, taking lovely folds. The round collarless neckline is particularly appealing. The third lovely thing I have to tell you about is the printed silk in black rambly designs on a white ground, bound with bands of red and white. You have no idea how much dash there is to this and yet at the same time you can wear it anywhere at any time and fear no man. Tailored Belts Among the novelties to be noticed was the very decorative, but tailored belt that is being worn with the smartest of lace and georgette frocks. Sometimes it is of ribbon or silk, stitched or buckled with silver or gold. For dance frocks, and you’ll be sure to want them when you start running around to country clubs after you’re married, there Is an epidemic of cowboy chiffon, V becks many of them, very low in the back. The skirts are short in front and back with full godets or Inserts at the side, achieving a very irregular hemlne. Many of the dresses have long scarfs caught delicately somewhere near the shoulder. By Martha Strayer WASHINGTON, March 18.—If ever the United States State department promotes a young diplomat upstairs, they’ve certainly done it to Miss Lucille Atcherson, the first woman in America’s diplomatic corps. Miss Atcherson has just been promotec} from the bottom rung of the diplomatic ladder, third secretary at a United States legation, the rung next above—second secretary. That Is, it sounds like a promotion, but just listen! No More Salary First, there’s no salary Increase. This first American diplomat of her sex drew $3,500, a year on her first diplomatic assignment. As third secretary at Berne, Switzerland, she will still draw $3,500 a year, on her second assignment as second secretary at Panama. Moreover, whllfe second secretary sounds much nicer than third, the duties are just the same. The second secretary is sort of general business man or business woman around a legation, handling any matters that may come up, so is a third secretary. And then consider the change in climate, the new tropical wardrobe, Miss Atcherson will have to buy and the clothes she'll probably have to scrape because of the change. For more than a year she has been in Berne—delightful situation in the heart of Europe, right in the Swiss lake region and the winter sports center; just around the corner from Geneva and the League of Nations

Panama Not 8o Good But Panama City, capital of the Republic of Panama, Central America, has much more than semi-trop-ical climate and nobody ever went there in summer for either health or pleasure. In fact, regular Government employes in Panama are given special retirement privileges at an earlier age than those back home, because the climate’s so hard to live through. Miss Matcherson's transfer takes place officially in about two weeks. She will leave Berne at that time, and-after a 30-day vacation will proceed to Panama. Then the State Department will show our Central American neighbors something else again—the first American woman diplomat. LUNCHEON AT HOTEL Mrs. Samuel M. Bolton home, talks on child welfare, city beautification and public health were heard at the meeting of the Seventh District Federation of Clubs this morning on the roof garden at the Severin.
