CUBAN PAPERS •NO LONGER DARE TO PRINT TRUTH Brief Items Without Details Tell of Murders in Labor Strife. Editor's Note: For more than two inonths protests from Cubans have been lodged with representatives of the Amereau labor movement and the Pan-Amer-ican labor movement. They have come from workers and from men holding high positions in Cuba intimations of a serious situation have appeared over a period ot several months, in leading Spanish language newspapers outside of Cuba. Finally. Chester M. Wright, English language secretary of the Pan-American Federation of Labor, formerly on the personal staff of Samuel Gompers and a labor writer of long standing, went to Cuba to investigate. He has returned with an amazing story of terrorism, assassination. imprisonment and exilt. His findings, following areport to President William Gfeen of the American Federation of Labor, are presented in a series of articles, of which this is the tifth. By Chester M. Wright English Language Secretary Pan-American Federation of Labor WASHINGTON, March 7. —Cuban newspapers today indicate the general condition of life and liberty—or the lack of it —in Cuba, both by what they print and what they omit. It is tacitly understood that there arc practically no free press, nor is there freedom of speech or of assemblage. There is freedom to •iraise, not to condemn. But the Cuban newspapers have printed and do print brief items 4jbout murders, disappearances and deportations. As I left Cuba the morning papers told briefly that presidential decrees had been signed for deportation of three union leaders. Two of these, Jose Otero and Jose Acebal, were peculiarly interesting cases. There are no night schools in Cuba. University students, preparing to become teachers, opened schools for workers, teaching voluntarily. Oetro and Acebal were in sucli a class, studying history. Secret service operatives raided the (class and arrested them as “dangerous propagandists,” sending them to the prison ship ‘‘Maximo Gomez.” I talked with the teacher of the class. He wondered what was happening to the missing students. The little item in the papers supplied the answer, Merely Tell Facts There have been numerous items such as this. They merely recite the facts. They do not explain. They accept the news as they would the news of departure of a cargo of freight. Similarly they print brief items about murder cases, treating them as unimportant homicides. Suppression of newspapers has taught the lesson. I*ll Dia, bpfore. its suppression, printed, items such as this: “The government has resolved to declare illegal the labor organization known as the Syndicate de la Industria Fabric (factory workers and one of the most important unions in As a consequence, after this was given, the wages of the worker-; were I'educed.” And this: “In the town of Punta Brava a workman was found in a bag and when taken out it was discovered that he had been killed. The man was very young.” Such deaths now are reported this way, as from La Prenza of Jan. 15, 1927: “At the town of Cabaiguan there was found a Mr. Aurelio Ferrer killed. The causes are unknown.” The same day in El Sol this item: “A worker employed by the North Cuba railroad has been found poisoned near La Esmeralda. His name is Cecilio Sanchez Gonzalez.” Jan. 17, La Prenza reported the

Jan. 20, La Lucha related with like brevity the shooting of a union oigarmaker, Placido Moreira, saying “Nobody knows who was the murderer.” Jan. 4, El Commercia at Cienfuegos, had printed this most significant item: “The staff of the army has announced that a tribunal to deal with the railroad workers has been organized for the purpose of preventing any strike that may paralyze the railroads under the pretext of demanding better conditions.” As to this it should be recorded that after the Government, a year ago, incarcerated all of the seventeen railroad brotherhood officers, except four who were killed, the election of new officers was permitted. There are many w r ho say the new officers are under control of the military powers. But one note of discord is now creeping into some of the papers. Cuba's sugar harvest is a seasonal thing. Hitherto there has been large seasonal immigration, mostly Spanish, for this work. The persecution of Spanish immigrants—the slaying of the sixty after the kidnaping of Enrique Pina, the deportation of no one knows how many—these things have stopped Spanish immigration. This year the plantations gre operating largely with Jamaican and Haitian immigrants, perhaps 70,000 of them having come to the island. Cubans were amazed only three weeks ago to read in La Prenza a hot denunciation of this immigration, a denunciation which, wittingly or otherwise, revealed the reason. In a paragraph it said: “The Canary Islanders (white, Spanish) when they hear any one talk of .Cuba, grow excited and remember many of their countrymen, who have been found hanging lifeless from numberless trees. The sons of Spain no longer feel inclined to come to Cuba as they did before, because there stands the vision of possible internment on the Maximo Gomez and possible deportation as has happened so often, out of unpardonable or erroneous decisions.”
