ROOMS IN RUSSIA .RENTED ON BASIS OF YAW FIGURE No Size Below Established Minimum for One Person Is Let. Bu United Press MOSCOW, March 4.—ln Russia rooms are rented by the yard and paid for on the basis of a tenant’s weekly wage, Bolshevism has envolved a rent law unparalleled any* where else. The commissioner of health established a minimum space necessary for a wholesale life for one person. This is called the “minimum norm.’’ Any worker is entitled to this living space, and pays for it in proportion to his salary. When two or more persons live together, all earning money, the rate of rent for their room is fixed by the largest salary earned by one of its inhabitants. This makes the “nepmen,” or private business men, extremely unpopular as tenants, because it drives up the rent of all in their apartments to the higher level of their incomes. But the “nepmen” are popular among cooperative house-building organizations, of which there are now 450 in Moscow. To make both ends meet on the small payment of SSO .required of members of cooperatives, lone-tenth of the available living space in cooperative houses usually Is sold ior rented to non-members. Naturally, “nepmen” ai’e preferred because, compared to others, they have such a large amount of money. Besides what they can get from che “nepmen,” the housing cooperatives are assisted by state funds, which are generally loaned to them at 2 per cent interest, with repayment in forty-five years. The “minimum norm” officially declared able to support one life in good condition is fixed at about seven by seven feet, which can under certain conditions be increased to about ten by ten feet. Many concessions and exceptions are made, such as for students, whose rent is only 5 cents per month for each “minimum norm” they occupy. PREMALHEART DIAGNOSIS MADE Examination After Birth Proves It Correct. Bu United Press BERKELEY, Cal., March 4. A diagnosis of heart trouble in an un born baby has been made, and after birth, found correct, according to Dr. L. S. Schmitt, director of the of California hospital. The director said the development of scientific /instruments made it possible for a doctor to listen to a parent’s heart many miles away, study pictures- of it taken with the X-ray and records made by the elec-tro-cardiagraph, and arrive at a fairly accurate diagnosis. The device used to hear the heart beat of the unborn is known as an electrical stethoscope and it has just been perfected by scientists of the University of California hospital. In its development the principle of the radio was used. The faint sounds are amplified by radio tubes and can be heard over a loud speaker, transmitted over cable to classrooms, or recorded on paper. SEEK STONE’S REMOVAL City of London Urged to Move Historic Landmark. IS ii United Press LONDON, March 4. Representations have been made to the City of London urging that the famous London Stone be moved from its present position in the wall of St. Swithin’s to the Guildhall or Charing Cross. The London Stone was once used to measure distances on the great military road leading from London. It was formerly on the south side of Cannon St., but was moved to the present site in 1798. Bebofer it was moved weather and buffets of medieval carts had. chipped and worn it from the original pillar to a small stone landmark. ! It is argued that the situation of the stone in its present position is not suitable for measuring distances and that placing it at Charing Cross or Westminster Bridge would again allow its practical use as a point from which distances could be . measured.
