BRITAIN DEPENDS ON ‘PREVENTIVE DETENTION’ UW Jen Years May Be Added to Sentences of Old Offenders. Bu United Press LONDON, Feb. 25.—Preventive detention is Britain’s method of subduing habitual criminals. A judge, dealing with an old offender whose crime allows for no more than the maximum imprisonment of five or seven years, invariably adds the dreaded sentence “to be followed by ten years preventive detention.’' This means that when the prisoner has served his term, instead of being let loose on society, again, he is taken to a detention camp, where he remains under police supervision for the full period inflicted by the judge. Unlike Prisons Preventive detention camps are not prisons in the actual sense of the word. Instead of being confined in a cell, the prisoner is given a room, moderately comfortable, where, if he has money enough, he can cook food ordered hy himself. He is allowed to smoke and can avail himself of other*luxuries excepting alcohol. In return for this comparative haven of rest, the prisoner is made to defray the cost of his upkeep by working at various tasks from which the State derives revenue. To break the monotony of his surroundings a “detentioner” is given three weeks holiday during the summer months generally on a farm helping gather the harvest. Discipline Taken Compared with penitentiaries, the discipline c ed is mild, but it is in evidence ertheless. Old Offenders Oppose It is a fairly pleasant existence, but is not favored by "old lags,’’ who realize that although only given initially, perhaps, a five-year sentence, their activities are irrevocably curtailed for fifteen years. What to do with criminals consistently “sent down” for crimes of violence was for many years a serious problem with the British prison authorities.
