He deellned to discuss his testimony, but half an hour after he left tho witnes* stand the substance of liis statement was being sot up in the composing rooms of the afternoon newspapers of the country. The Senate holds executive *essions upon nominations and treaties —an old custom. But within a few moments after the sessions are concluded, and sometimes before they are concluded, tho world is informed of what is going on. The rule stutes that any who reveals what transpired in nuV executive session is liable to expul* slon. Sometime ago Senator David A. Reed (Rep.), Pennsylvania, deplored what ho called the “leaks" upon closed discussions and he talked about enforcing the expulsion rule. When this failed to improve the situation, a suggestion was mad* that newspaper men who publish information about executive sessions should be expelled. Dislike Secrecy The truth of the matter Is that most Senators are opposed to secrecy in any form. They desire, how* ever, to maintain the rule for executive sessions so that in times of war or in other times of stress, that rule may prevent circulation of information which might prove detrimental to public welfare. Rut information which they consider good for the country, they are willing to relate on condition that their names are not connected witli story. In recent years there lias bocn but one occasion when executive information was kept secret more than fifteen minutes after tho session disbanded. This was after Reed's threat.
