TO PUBLIC DEBT, . SAYCREDIIMEN National Association Manager Suggests Policy. Bv Timet Special NEW YORK, Feb. 18.—Whatever surplus accrues from the fiscal operations of the Federal Government this year should be applied to the public debt, in conformity with the principles of sound credit practice, said J. H. Tregoe, executive manager of the National Association of Credit Men, in a statement herei “It would be pleasmg to the taxpayers to have this melon cut,” he said, “but I feel that the application of the surplus on the principal of the public debt would prove more .beneficial and more satisfactory in the long run than would its division among the income taxpayers on the basis of their returns for 1926.” “No Telling” Tregoe said further that he believed the present basis of taxation should not be revised, even though it has resulted in a surplus this year, “for there is no telling what may happen in our trade and financial activities in 1927.” “The Government’s income is a changeable quantity,” he said, “and the game basis of taxation, direct and indirect, may produce a surplus one | year, but result in a deficit in ans other year. “It would not be wise, in my opinion, to revise the basis of Federal public revenue without making a most careful and systematic scrutiny of the sources of income.” Interests All Commenting on the surplus, Tregoe said, “the disposal of the surplus is not a matter of congressional concern alone; it is of interest to all the people, for we all pay taxes, directly or indirectly, and we are therefore concerned with 'the cost- of running the Government and with the

NAILS STREWN ON ROAD Bu United Press PLEASANT HILL, Mo., Feb. 18.— Bandits who recently held up the Pleasant Hill Banking Company escaped in an automobile but ten pounds of roofing nails strewn in the road, and now motorists in the vicinity are experiencing an epidemic of flat tires. More than thirty drivers have suffered punctures from the nails. A workman sent out by the mayor gathered over a pound from the road in a short time.
