SENATOR PEPPER FACING DELICATE ISSUEJFFEALTY Asked to Aid in Republication of Document Hitting Republicans. TimC, l3^*New t Tork U Avenue. WASHINGTON, Feb. 18.— George Wharton Pepper of Pennsylvania, who relinquishes his Senate seat next month to Representative William Vare, unexpectedly finds himself confronted with a very delicate situation. . Aa chairman of the Senate printing committee, Pepper must guide the destiny of a resolution, just introduced by Senator David Walsh of Massachusetts, to have an old Government document relating to excessive campaign expenditures revised and brought up-to-date. The document, “The Abolition of the Secrecy of Party Funds,” relates in detail the campaign waged by the Democratic party to obtain enactment of a corrupt practices act. It was printed as a Senate document in 1912, but the ediion has become exhaused. In the document Perry Belmont,

Senator Walsh says he intendes to bring the document down to date by reviewing the Newberry election scandal and having alleged excessive campaign xependitures in the recent Pennsylvania and Illinois senatorial primaries fully discussed.
