WASHINGTON, Feb, 18.—Four ‘‘recalcitrant, obstinate and contumacious" witnesses who defied Senator James A. Reed, of Missouri, directly, and the United States Senate indirectly, by refusing lost summer to answer questions propounded by the chairman of the Senate Primary Campaign Investigating Committee, will he given another opportunity Monday to recognize the dignity of the United States Senate and its right to seek needed information. These witnesses are: Samuel Insull, Illinois public utilities magnate who admitted contributing $125,000 to the campaign of Col. Frank L. Smith, then chairman of the Illinois public utilities commission. Robert E. Crowe, Cook County, Illinois, States attorney, and co’-lead-er of the Crowe-Barrett faction which dominates Republican politics in Chicago.

Cummingham. of Phil-. adelphia, treasurer of the State Rrl publican committee, who admitteir contributing $50,000 to the primary campaign fund of William H. Vare, Senator-elect from Pennsylvania. Tho authority of the Senate to force testimony was upheld recently by the United State* Supreme Court in a decision growing out of the investigation of former Attorney General Daugherty. The Wheeler committee directed that Mally S. Daugherty, president of an Ohio bank, be cited for contempt for refusal to produce certain bank records which pertained to tho accounts of his brother, the former Attorney General. Daugherty took tho case to the Federal Courts and the Supreme Court In reversing an opinion of a lowc* court upheld the rights of the Ser> ate. The Reed committee, after It reported the ‘‘contumaclc’us" conduct of the four witnesses to the Senate, indicated that it would submit immediately a resolution directing that they be brought before the bar of the Senate in preliminary contempt proceedings. But as the Senate seldom resorts to such display of Its authority. It has been decided to give the witnesses another chance to answer questions. All of the questions, Senator Reed of Missouri has informed the Senate, are pertinent to a full and complete investigation of tho costs of the Illinois and Pennsylvania primary campaigns.
