New York A rTnue WASHINGTON, Feb. 18.—The curt French invitation to Uncle Sam to join the League of Nations as a preliminary to further disarmament discussion is a declaration of financial independence from the United states. This is the view expressed by members of the Institute of Economics who have been conducting extensive investigations in international finance and reconstruction. Notice to World The fact that France, without signing an American debt agreement and in the face of an American boycott on loans, has dismissed Coolidge’s disarmament proposal can only be construed, they state, as notice to the world that the French are rowing their own ship of state. Six months ago it was being generally predicted by international in this country, including Representatives of the Treasury Department, that France could only save herself from complete economic disaster by signing an American debt agreement, and thus removing the

restrictions on American loans to that country. The franc was declining at a reckless rate and the country seemed on the brink of ruin, with only loan power of the United States as a relief. Without signing a debt agreement and without signifying any Intention of doing so, the franc has been stabilized and the country brought back toward an even economic keel. Having made remarkable progress toward economic recovery without American help, the view here is that the French are now giving general notice that Uncle Sam’s money power no longer alarms them and tempers their decisions on Internal and foreign policy. Change in Six Months Six months ago it is generally conceded France would not have dared to irritate the United States by a snappy refusal to discuss disarmament, child welfare, baseball, or most, anything else the United States wanted to discuss. Now, having braved American financial wrath and weathered the storm of inflation without American aid, the situation is entirely altered, and the French are their normal, cocky selves again. That the repercussions of the French reply on the Coolidg© disarmament note will be louder in the financial markets than in the shipbuilding yards is regarded as a foregone conclusion. REBELS ARE HANGED BELGRADE, Feb. 18.—An Albanian correspondent of the newspaper Yreme’s Scutari, reported that thirty persons had been hanged publicly there for participation in the latest Albanian revolt. Twelve hundred have been arrested and some of them are expected to be sentenced to death.

{460,418 ADDED BUDGET MEASURE SLATEDTUESDAY College Increases Reach $255,000 —Armory Request Denied. Increases totaling $460,418 to Indiana’s budget are included in the report of the ways and means committee of the Indiana House of Representatives. The added appropriations bring proposed State expenditures for the next two years to $45,102,824. The report, which was three weeks in the making, will be acted on by the House Tuesday. Indiana’s present tax rate of 23 cents per hundred wilj be raised to 24 cents if the report is accepted. In addition to the flat rate several special levies are asked in pending bills. Among these are the 3-cent levy for State colleges, 1 cent for the State library and 5 mills for the George Rogers Clark memorial. College Increases Increases of $255,0000 to Purdue and Indiana Universities and to the Muncie State Normal School are provided for 1928. Part of Indiana Uni- i versity’s increase is compensation J for the medical school which will be taken over for State office purposes. Kershner for SIOO,OOO to erect National Guard armories in various Indiana cities was ignored in the report. Ex-service men in the House are preparing an amendment, it is said, requesting that this appropriation be included. Salary Boosts Five thousand dollars, representing funds used to combat poultry diseases, were clipped from the appropriation for the State livestock sanitary board. Substitution of SIOO,OOO for anew employes’ building at the Central Indiana Hospital for t> e Insane, at Indianapolis, was made. The original request was for $85,000. Salary increases of SII,OOO are asked for State banking department. Salaries at the Soldiers’ and Sailors’ Orphans Home, Ivnightstown, will be increased $70,600.
