ADIHION , CRITICS HIT IN UTILITIES PLAN: Nation-Wide Survey Asked in Proposed Public Service Measure. The reply of the State administration to critics of the public service commission is seen in a bill to be introduced in the ndiana ftouse of Representatives next week by Representative Lemuel A. Pittenger, majority floor leader, Selman, which provides for the appointment of- a committee to make a, Nation-wide survey of public utility regulation find report its findings to the 1929 Legislature. Coming on the heels of a large number of bills, which range from abolishment to permitting appeals to the State courts, Pittenger's idea is being hailed with both glee and grief. Commission enemies see their pet plans blasted and chances for a “commission ripper bill’’ gone aglirnkmering. F The bill calls for a committee of five or seven to thoroughly investigate utility regulation throughout the country. Two or -four members of the Legislature, an appointfe by the Governor, a member of the present, commission, a representative of the utilities and one for the public are provided for. Being the first piece of commission regulating legislation to be introduced in the House its supporters feel that with its passage any legislation on the subject coming from the State Senate will be side tracked. Cuts Out Cann Bill The proposal made by Pittenger will virtually eliminate from consideration the Cann bill which would abolish the present commission and do away with State-wide regulation of utilities. Another bill which would In all probability Ixj affected by the passige of the Pittenger measure is the Moorhead bill designed to retire the present members of the rate regulating body and supplant it with anew commission.
