Arthur ilefferd, a reporter, has had papers served on the wealthy real estate broker whose difficulties with Frances (Poaches) Browning have been the subject of a few whispers of late, in a $250,000 damage suit. Mefford alleges Browning falsely accuses him of. kidnaping Mary Louise Spas at the time Miss Spas, whom Browning had adopted, severed her connection with the Browning household.

I. C. C. values the railroads at about twenty-two billion dollars. Arguments have just been completed before the Supreme Court in the Los Angeles and Salt Lake railroad case. This case may determine whether the I. C. C. valuation shall stand. “Public utility values, and railroad, light, power and gas rates will all be increased as a result of the Indianapolis decision,” Rev. Ryan said, “unless State Legislatures and Congress enact definite rules for the determination of ‘fair value.' "In the Indianapolis case the value confirmed by the Supreme Court gives ‘the owners of a public utility, although they possess a monopoly of a public necessity, and although their money is practically guaranteed, a return of no less than 30 l>er cent on their actual investment, ation of railroads and other public utility property, particularly electric concerns, could take place under this precedent. The public will pay higher rates to give w4at is considered a fair return on these valuations. “This is the most important political question now before the American people and will remain so for many years.” Ryan said the Supreme Court had | formerly ruled that the fair value I of a public utility is somewhere between original cost and reproduction cost. He asserted the Indianapolis company's property actually cost $12,759,000, including the company’s land at present value, actual investment of the owners being $2,502,700. The Supreme Court ruling allows a return of $805,617. The court placed the valuation at $19,000,000. The Indianapolis water case decision was written by Justice Butler, with Justices Brandeis and Stqne dissenting.

The bill calls for the election of all State officers under the primary law. At, present the Governor is the only one placed under the primary provision. • First and second choice votes are provided in the measure. If no candidate receives a majority >ot first choice votes, then the candidate with the lowest vote is eliminate! and his second choices added to the other candidates. This process of elimination is continued until a nominee is determined. Another provision is that-a vote at the primary automatically registers a voter for the general election following. The nominees of the primary are required to' meet and draw up a platform for tho coming campaign. Representative Walter Hunt has another primary bill which he plans to introduce. It provides for changing the date of the primary to tho first Saturday in September.
