NATIONS 'HOLDING .OUT ON LEAGUE; COLLECTION HARD Debtors Merely Withdraw if Pressed Too Much for Payment. #</ United Press GENEVA, Jan. 28.—The League of Nations has a little debt problem of its own, which it not quite as serious as that of the inter-allied /~bts is at least more delicate. The ticklish part lies in the fact that if the league presses its debtors too hard t’ merely send in their two years j. /tification of withdrawal from the league as did Costa Rica. The principal “hold-outs” on the League at the present time are: Bolivia. 185,000 goid francs, Honduras, 90,997 gold francas, Nicaragua lto.ooo gold francs, Lithuania, gold francs, China, 3.1-JO, OOO gold lrui.ca and Peru, 879,108 gold francs. Chinas the heaviest debtor takes j the interesting stand that she cannot payy her league quota because the 5 percent maximum duty which the great powers kllo>v her to impose on importations does not give sufficient revenue even o maintain a central government, and that if ■je league wants to collect what is lie all it has to do is to intervene for the abrogation of the unequal treaties with China and (force the great powers to allow China to fix her own customs tariff on a basis in conformity with her financial needs.
