BUSINESS DEEPLY TINGES U.S. ROLE IN LATINAMERICJf Whole of Industry Feels Any Changes in Nations to South. Times Washington Bureau. 1,, 2~ -X’cio York Avenue WASHINGTON, Jan. 26.—Entirely new commerical problems face the administration in the present Latin-American crisis. Once in such affairs the United States had only to consider the welfare of a few hugo corporations operating below the Rio Grande. Today political developments in Central and South America affect not only these special corporations, but the whole of American industry and thousands of small American investors. The southern republics are today consuming billions of dollars ofs American exports. During 1926 exports to South America probably totaled nearly $45,000,000, the largest volume in history. With European nations getting back to a pre-war industrial basis, it has become increasingly important for the United States to hold tight to her southern markets. Any diplomatic blunder that resulted in Latin trade discrimination against American-made products would be almost a national catastrophe. Huge Export Increase Mexico during 1925 consumed $144,700,000 of American exports, or 2.9 per cent of the total of all countries, this being a 173 per cent increase over the five-year average for 1910-14. Central Amrican x-e----publics consumed $72,800,000, a 94 per-cent increase. Nicaragua, despite years of revolution, has been one of the best customers, about 70 per cent of her imports coming from the United States. That is one side of the picture. The other side is that American investors today own an estimated $1,086,000,000 worth of national, state and municipal bonds issued in Latin-Amer-ica. These thousands of small investors are possibly anxious that Latin governments be given fair play, that a few corporations not be given advantages to the detriment of all other interests. Bonds Held In IT. S. Included in the Latin bonds outstanding in the United States are $60,000,000 Mexican and $3,250,000 Nicaraguan. Even when only the American corporations operating on LatinAmerican soil are considered, there are still problems. The total American Investment in Mexico is placed roughly at sl,280,000,000 of this, only about $478,000,000 is in oil property. There is $50,000,000 invested in retail stores, dependent on Mexican peace and prosperity. There is $20,000,000 in governnment bonds, exclusive those outstanding in the States. There is $10,000,000 in Mexican public utilities; $200,000,000 in plantations; $160,000,000 in railroads. What pleases the oil men may not please the other investors at all.

The Federal Penitentiary here owns an island in the Missouri and up to a short time ago, boats wen employed to reach tlie island. But the Missouri has done away with this necessity. The river hat cut back on the side of the island opposite to Leavennvvorth and has left the channel on the penitentiary side dry. Contrary to ordinary ex pectations, the dry channel is not rock or sandy but Is a rich fertile loam which prison authorities state can be used to advantage.
