Is real Russia at last In •verything but legal administration. This seemingly superfluous qualification has in itself a deal of real human interest” if the talk of the own is any guage. Only a few short •years ago, Russia ruled the Chinese n Harbin with a heavy hand. Russians rode about the streets flicking the passing Chinese with their whips. Today all is changed;, Russians “Bed” and “White” alike cotne under Chinese jurisdiction, and the Chinese are proceeding to rub in the Joys of no-extraterritorial-rights with all the ingenunity which Chinese police and Chinese courts can devise. Harbin has a population of 140,000 Russians and 150,000 Chinese, which la not a bad showing for this former little fishing village on the waste land along the banks of the Sungari. Today this child of the RussoJapanese war is called “the magic city of Asia;” likewise “the Paris of the Far East." Somewhat farfetched, all this, in the view of the average visitor, but displaying a good spirit of optimism at any rate. Boosting Prevails Certainly Harbin Is a modern sort of city to find in this supposedly bleak North Manchuria. It has good streets, imposing public buildings, and parks. And everywhere one flnds the genus town booster, who usually takes in all Manchuria as well as Siberia and Mongolia when he starts his little oration on the glowing future. According' to this gentleman, Manchuria hasn’t even started to develop yet. He will declare, with no persuading whatever, that the 104,375 square miles of Fengten, Kirin and Heilungkiang provinces contain positively the finest agricultural land in the world, with a climate so far removed from the Arctic shivers most folk connect with Manchuria that Floridans and Californians alike would blush with shame could they know the full truth. In Fengten province, according to his worthy, the density of population Is 132 per square mile; in Kirin it is seventy; In Heilungkian It Is out twelve. The average for Manchuria and Mongolia is only fiftyfive. On the main Island of Japan there is a density of 874 to the tquare mile; France has 189; Scotland has 160; the United States on the North Atlantic has 159; Chekiing and Shantung provinces in China have 600 and 562, respectively; in short, there is plenty of •oom still left in Manchuria to put it mildly. On the subject of production of the omnipresent seya bean, as well as the native kaoliang, millet, maise, various breeds of rice, wheat, barley, buckwheat, oats, potatoes, fruits, hemp, jute, tobacco, raw cotton, nidigo, basil, sugar beets and various other things too numerous to mention, any good enthusiast in these parts will discourse to such length that the only thing which will divert his attention is to bMng up such sublets as cattle, horses, mules, pigs, poultry, sheep and donkeys. It appears that several things may be said on these heads, such as that the present annual agricultural yield of a mere U. S. $500,000,000 may eventually be run up to U. S. $1,500,000,000, and that Improvement of Manchurian livestock and natural in crease will within a few years make Manchuria not only the supply cen'er of the Orient but one of the lead ' ng livestock centers of the world. Japan fought -on Chineaa soil for these very railroad lines and what they stood for. Today they are still fighting, though no guns speak. Guns may speak in future, though nobody will admit It. But at present the Russians are fighting by such means as very low rates on their line westward toward their port of Vladivostock, while the Japanese are not only similarly fighting to divert trade southward toward their port of Dairen, but are also building more and more railways in Manchuria which are of value to them either immediately, as feeders to the South Manchurian line, or in the future as possibly military lines. China, too, is in the fight. She is making life miserable as far as possible for the Russian people living in Harbin, through what is unquestionably barbarous maladministration of Justice —instances of this are too numerous to admit of any argument —and she is engaged in almost constant conflict with Russian officials of the Chinese Eastern Railway.
