SENATE PREPARED FOR QUICK ACTION IN SMITHIITER Neither Republicans or Democrats Friendly to Illinois Man. Times Washington Bureau, 1322 New York Ave. WASHINGTON, Dec. 16.—The Senate nay establish a record In the promptness with which it ousts Senator-elect P’rank L. Smith of Illinois if he shows up with credentials from Governor Small to fill the unexpired term of the late Senator McKinley. Small appoiuted Smith today. Smith literally will be in the Senate just long enough to hear his name called, in the opinion of most Senators. The skids are ready to slide back to Illinois, Senators .agree. And when he returns at the regular session to fill the term for which he has been elected the same procedure will follow. Foes Numerous When it became known that Governor Small contemplated naming Smith to serve as McKinley’s successor until March 4, Republican and Democratic Senators conducted a quiet poll among themselves to determine the attitude of the Senate. The poll disclosed an unexpectedly large majority against Smith. ' Senators are prepared to oust Smith, not because of the huge expenditure in the primary, but because of the impropriety of his acceptance of a campaign contribution of $125,000 from Samuel Insull, public utilities magnate. Smith was the chairman of the Illinois public utilities commission, before which the Insull companies appeared in rat appeals. Prefers Delay The Senate dislikes, incidentally, i.o take action on either the Smith or the Vare case at this session, ■ >ut since apparently Smith seeks a showdown the Senate is planning to make short shrift to him. Senators last week advised Allen Moore, Smith’s campaign manager, that it would be unwise for him to obtain t'he appointment for McKinley’s unexpired term. But Senators who went to Illinois for the McKinley funeral brought back reports that their advice would be disregarded. Republican Senators thereupon agreed to leave Smith to his fate — and that fate is a quick ouster. The Reed committee, which investigated the Illinois primary, is 'lurrying its report on Smith to have : available when he arrives. The report will recommend denial of the •at. ELECTION CALL SEEN Legislative Successor to Senator Holderman to Be Elected A special election will be held in Elkhart County to choose a successor to State Senator Timothy H. Holdeman, who died Tuesday. Holdeman would have served as a holdover member In the coming session of the Legislature. Governor Jackson will issue a special order provid ing for the election. Funeral serv ice for Holdeman will be held at Elkhart Friday morning. Survivors are the widow and one son, Lowell. POLLUTION is charged Council Seeks to Regulate Deflection of Stream.
