IMMIGRATION LAW MAY PROVE ‘HOT’ * CONGRESS ISSUE Clause Reduces Influx From 164,667 Aliens to Only 150,000. Bu United Press WASHINGTON, Dec. 10.—An al most forgotten clause In the 1924 Immigration law is threatening the hottest kind of a political fight at the approaching session of Congress. The clause, known as the ‘'nation al origins" section, will reduce the influx from 164,667 aliens annually to 150,000 and radically change the system by which quotas of foreign nations are fixed. The "national origins" section was placed in the 1924 bill by Senator Da vid A. Reed of Pennsylvania. It radically changes the immigration after July 1, 1927, provided President Coolidge issues a proclamation by April 1, 1927. At the present time each foreign nation is permitted to send aliens up to 2 per cent of its nationals residing in the United States in 1890. The special clause changes the system so that the annual quota of any nation shall be based on the con stitutency of the 1920 population o: hkhis country, with a further stipulation that the minimum quota for any nation shall be 100 persons. Pressure is already being brought to bear upon members of the House and Senate immigration committees tohave then, delete the clause from the law. During a recent speech in Washington, Representative Albert Johnson, chairman of the House immigration committee, said that he had "inside information” that the national origins provision would never become effective.
