CRITICALMOMENI APPROACHES FOR 01 AND MEXICO Only Backdown by Washington or Neighbor Can Prevent Break. By William Phillips Simms Times Staff Correspondent WASHINGTON, Dec, 9.—Behind a perfectly placid exterior the "Ilex-ican-American situation Is becomingmore ominous dally as Jan. 1, the date when Mexico’s new land forfeiture laws become effective, ap.srcmcnea. While some American concerns have applied for “confirmation” of their Mexican holding's and been given the prescribed fifty-year leases in exchange for their present, title, the bulk of them are refusing to do so. Inevitably this means one of two things: Either Mexico City or Washington must back down or there Is bound to boa clash. American oil holdings alone In Mexico are estimated to be worth anywhere from $500,000,000 to a billion. Other Interests boost the stakes to between a billion and a bll--1 .in and a half. Today, by virtue of Secretary of State Kellogg’s official notes on the subject, the United States has gradually been worked into a position, where It is bound to defend every dollar’s worth of these holdings or else give way and suffer loss of prestige. Positions of Disputants Mexico’s position all along has been that her new laws would not Injure American or other foreign interests. Should they do so, she says, the person or persons injured would receive compensation. Secretary Kellogg, however, has insisted the laws were vitrually if not quite 'confiscatory in character and so should be changed before injury is done. On this the Mexican and Ameri-

can governments deadlocked weeks ago and there they remain today with the zero hoi\r of a real crisis approaching. Secretary Kellogg has warned that a "very serious situation” W'ould be created the moment anything happens, and happen something must. The big American concerns In Mexico are sitting pretty. They are conforming strictly to advice from Washington—at least inferred advice—when they refuse to conform to the new lawss. Thus they have every moral reason to expect Washington to protect them, if necessary even to the point of armed intervention. If on or after Jan. 1 American property is declared forfeited, It is extremely difficult to see how Secretary Kellogg can avoid sending an ultimatum to Mexico and followirfg it up with appropriate action. This could scarcely be less than a rupture of diplomatic relations. De I.* Huerta Walts What would happen after that l/ problematical. It Is not to be forgotten, however, that Adolfo de la Huertii, former provisional president of Mexico and later leader of a rebellion, right now Is flitting up and down the Mexican border, like an impatient ghost, waiting for a revolution to begin. De la Huerta Is already believed to have American backing. If the government of President Calles is outlawed by the United States, he could certainly obtain more. In any case a revolution, whether led by him or somebody else, would almost surely be launched. Meantime the situation Is Rtlll further complicated by the fact that certain large British and other European oil Interests in Mexico are taking their cue from Washington just as Americans are doing. At first, apparently inclined to conform to the new land laws, today some of these concerns are holding back. If, after taking the implied advice of Washington, they get hurt, they are bound to howl, cite the Monroe doctrine and its obligations, etc., thus adding to the clamor for United States Intervention In Mexico. On the whole the situation Is not rosy, despite the present calm. • BOX-CRUSHES FOOT, DIES Gangrene Is Fatal to Worker at Wabash, Ind. % Bn Times Special WABASH, Ind., Dec. CEREMONIAL BY SHRINE FRIDAY * Initiation Will Be Staged at Murat Temple. An initiation ceremonial scheduled to be “entirely different," will be staged by Murat Temple, Nobles of the Mystic Shrine, at the temple, Friday afternoon and evening, according to announcement made by George M. Spiegel, illustrious potentate. Representatives from the Imperial council divan will be honor guests, the potentate announced. They are Clarence M. Dunbar, Imperial deputy potentate, of Providence, R. 1., and Clifford Ireland, Imperial marshal, of Peoria, 111. If the weather is not too unfavorable, a parade of all the uniformed organizations of Murat Temple will be held shortly after *12:30 p. m., Friday to meet the two Imperial officers at the Severin and escort them to the temple.
