TWO VIEWPOINTS ABOUT LOOKING UP * OIL CASE JURORS Resentment Possible —But Basking in Prominence Also a Factor. Time* Waahlnntnn Burenu. 1322 New York Avenue WASHINGTON, Deo. 3.—They tell ,fi. story here about the last District of Columbia jury that ■was locked up as the Fall-Doneny Jury Is now being: locked up. It wis an Important case and there was gTeat public Interest. The jurymen were virtual prisoners for several weeks. When It came time for them to take much time to meditate. In live minutes they were back in court, and their verdict was “not guilty.” They say it was rumored about the court that bitter feeling toward the prosecution for causing their confinement inspired the verdict. Defense counsel for Albert B. Fall and E. L. Doheny apparently believe that the jury hearing their case Is going to react in the same way and allow resentment at the Government to govern their verdict. When the court read Its order to

lock up the Jury the defelfle Counsel made It clear to the jurymen that it was the prosecution that had brought this about. Missed Thanksgiving • The youthful Jurymen have already been kept away from their homes on Thanksgiving. There is a strong probability that they will still be prisoners at Christmas. When this same case was presented before Judge Paul .T. McCormick of Los Angeles in a civil suit for cancellation of the Elk Hills lease, thirt’ days were consumed in setting forth the two 'sides of the case. If the same time were required here, that would run the trial to within three days of Christmas. But already time has been lost selecting a jury, and arguing what It shall and shall not be permitted to hear. At the end of the trial, the judge must instruct the Jury, and time must be allowed for a verdict by that body. On the other hand, the time may be reduced somewhat by night and Saturday sessions, which the court has indicated it will hold. When the jury came Into court after Its Thanksgiving exile it did not look resentful or abused. It has been amusing itself by organizing Into glee club, and sounds aA if It were in good spirits. Big Thing for Jury After all, this trial, with its inconveniences, is a big thing for these young men. They are clerks and truck drivers and steamfltters. They earn small salaries. But now, suddenly, they have become Important. They possess power over a man worth many millions of dollars, that

la greater than the power of all those millions. They are going to mete out punishment or absolution to a man who has been intimate with a President and has himself sat in a seat of authority. This is the nearest to greatness that these young men will, in all probability, ever come. Tt seems more probable that they will relish their brief moment on the heights than be resentful over it. JOHNSON FIGHTS FOB 125 MILLION DOLLAR PROJECT Would Build World’s Largest Dam orv x Colorado River. Times XYashfnotnn Bureau. 1322 Sew York Jtrnue WASHINGTON, Dec. 3.—ln spite of opposition which he calls “open, selfish, under-handed and sinister,” Senator Hiram Johnson of California is going to make a strenuous effort to secure passage of the boulder dam bill at this session of Congress. The bill would advance $125,000,000 to construct the world’s largest dam
on the Colorado River, the amount to be repaid from sale of hydroelectric power. The dam will protect the southwestern United States from the menace of flood and permit Irrigation of thousands of acres of land. In the Senate the bill has been reported from committee and is on the calendar. Johnson is urging the steering committee to arrange immediate action on it. If not given, he says, he will demand action by the Senate Itself. On account of a technical dispute over whether or not the bill is a revenue raising measure. Johnson and Representative Phil Swing, coauthor cf the bill, prefer to have the House act first, but the Irrigation Committee has so far refused to report the bill and unless it does so immediately after Congress convenes the fight will be launched ln the Senate. Senator Johnson has a Supreme Court decision to back his claim that the measure is not a reve nue raiser, and believes he can con-

vince Congress that it Is not, but will avoid long debate if possible. Opposition to the project comes from several sources. Arizona claims all the waters of the Colorado River and her representatives are working against the bill. Private power companies, particularly in the West, however, offer the most bitter opposition. Western companies have filed applications for all power sites on the Colorado and want to keep the Government out of the southwestern power market. Their cotention is supported by all enemies of public ownership.
