the message to clubs says. "Others [ are yet to be incorporated and, in •me few States, the entire code -11 might be adopted to supplant -he one prevailing at present.” Pointing out that one of the big tasks devolving on local and State motor club officials apparently lies In getting the model code before legislators and citizens generally officials of the national motoring body urge that every club place as a leading plank in its 1927 platform the carrying Into effect of the recommendations of the conference, and pledge their vigorous backing of the model </ode and persistent support of it until the legislation Is passed. "It is evident already that these groups are ready to carry on,’’ the A. A. A. statement says. “They have recognized the responsibility placed upon them and they are showing an alertness to every opportunity to impress the proper individuals with the J advantages to ho gained in adoption j of uniform laws. ‘livery interest is safeguarded in the model code recommended by the fYoover conference. It stands as a fitting monument to the unselfishness of the average American when human life is involved. Although a majority of the agencies represented at the sessions were seemingly of the motoring class, the pedestrians Interests were given absolutely fair consideration. So were those of the motorist. “This is the chief recommendation of the proposed general regulations. They define exactly what each indl- | vidua!, driver or walker, adult or j child, rich man or poor man, must do in the interest of reducing traf- ! tie accidents.”

"The Federal Government is renting buildings for public use at a cost of about $23,000,000 a year,” he asserted. “If a $300,000,000 treasury surplus were used to construct needed buildings this sum could be saved. “There is unemployment In the country. A public building campaign would bolster up the national prosperity. I believe that $300,000,000 spent in this way would do everybody much more good than a mere rebate of taxes. It would create extra activity among many allied industries. And, in addition, it would be saving the taxpayers millions of dollars a year In lowered cost of Federal Government.”
