In France and England it Is headed by the Thomson Houston Company, of which the General Tlectrlc Company (Cnlted States) is said to be the controlling stockholder. In Germany It Is said to be headed by the General Electric of Germany, backed by the National City Bank of New York. In Belgium the Heuneman Interests and in Poland and the Balkans the American-European Utilities Corporation, backed by both the General Electric and the Westiilghouse Company are Involved. The commission now has under jurisdiction 273 major projects, totaling 24,750,000 horsepower. When licenses are issued to construct these, the commission Is required to determine the actual Investment In the project and fix the “fair value” of propects built prior to Issue of license. * “Claims aggregate many millions dollars, and often contain many Items of doubtful validity,” the coinmiss'on says. “If invalid claims are not eliminated, scores of millions of dollaTs not representing' actual legitimate cost will find thetr way Into the capital accounts of licenses become a basis for permune|H charges aga nist rate payers, and ▼ potential liability of the United States. Scarlet fever leads the list, 185 cases betng reported, according to Dr. H. W. MrKane, collaborating epidemiologist for the health hoard. Chicken pox Is second with 139 cases and whooping cough third with 129. Diphtheria Is fourth, 107 cases be ing noted. Other diseases and the order In which they follow; Smallpox, seventy-two cases; culosls, forty-four; measles, eight; typhoid fever, twenty-one; Influenza, twenty, and pneumonia, eleven.
