TRAFFIC PLEA FOR PEDESTRIAN MADE Take Autos From Congested District, Says Speaker. A plea for better traffic conditions for the pedestrian was made before the Scienteeh Club meeting at the Chamber of Commerce Monday by C. K. Lee, engineer of the Westinghouse Electric Company, Pittsburgh, Pa. His solution of the traffic is not to remove the street cars from the downtown congested district, but to remove the automobiles and let the street cars function. ‘‘All vehicle traffic should be based on the needs of the pedestrian,” Lee declared. “To expedite traffic It is necessary to speed up that agency which handles the most passengers and occupies the least street space.
