CANADA MAKES OWN APPOINTMENT OF U. S. MINISTER * Disregards Mother Country Believed Move to Independence. Bii United Press WASHINGTON, Nov. 19.—Canada’s order in council naming the Hen. Vincent Massey her first minister to Washington is hailed here as an event of prime significance and a turning point in the history of the western world. As far back as 1922, following a conference in Ottawa between Premier MacKenzie King and the then British ambassador, Sir Auckland Geddes, it was understood that Canada was desirous of sending her own diplomatic representative to the United States. But London never quite approved the loss. It struck at the "unity of the empire.” Thus no one was named, and later, with the coming into power of the Conservatives, the nomination was lost in the shuffle. Was First Action Recently, however, with the Liberal landslide, MacKenzie King again became premier, and one of the first acts of his administration was to name a minister to Washington?. What President Coolidge will do IK now awaited with interest. Will he send a minister to Ottawa? What will be London’s attitude of he should? Unofficially, the question has already been raised. And while some fear Britain might not relish it, others hold that Canada and her mother country have definitely settled the issue between themselves. That is, if Ottawa sends a duly accredited minister to Washington

with London’s consent, Washington would be merely returning the compliment by sending a representative of equal rank to Ottawa. Independence Near Canada’s act ia the last she can do short of a declaration of independence. Today she maintains her own military, naval and air force; asserts her right to declare war or remain neutral in the event Great Britain becomes involved in war: refuses to consider herself bound by London-made treaties in which she has no hand; occupies a sedt in the assembly of the League of Nations as a separate nation, and in every way conducts herself as an independent power. London does send her a governor general, but with her full consent. Sentiment is the only tie that really binds her to Britain. Canada is destined soon to be a world power, and it is just as well that she .and the United States should begin now to provide the machinery for discussing mutual affairs, such as have no bearing on Britain as a whole. Is Size of U. S. Can ad is about the Bame size as the United States. She has an area of 3,700,000 square miles, as against this country,s 3,750,000. The two

countries have nearly 5,000 miles of frontier between them and share great lakes and rivers navigable to ocean-going steamers. Furthermore, the national security of the United States is quite as important to Canada as it is to herself And vice versa. The future problems of the I two neighbors are fn many ways identical. Economically and commercially, they are likewise becoming more and more important one to the other. Though Canada’s population has not yet reached 10,000,000, she is already our best customer after the United Kingdom. And we are her best customer. During the recent Canadian elections the Conservatives attempted to raise the bugaboo of annexation. But it scared nobody. Nor does the appointment of the Hon. Vincent Massey have any significance in that direction. 1 ■> the contrary, it .means that Cal ais preparing to take her place &_ a great power in the American hemisphere, at whose council tables she will henceforth appear more often and play a bigger role.
