CONGRESS FACING FIGHT ON RIVERS, JIARBORMEASURE Bitter Struggle Certain — May Force Extra Session. Bv Untted Press WASHINGTON, Nov. 19.—A measure which will precipitate In the Senate the bitterest of fights, and possibly In Itself force an session of Congress, will be the rivers and harbors bill, according to the belief of Senator George W. Nor ris, Republican, Nebraska. This measure will be taken up by the Senate Dec. 14, according to agreement. It was finally reported •Vom the Senate Commerce Committee, June 25, after its passage by the House, and after bittery debated hearings before the Senate Committee. The bill involves an expenditure of $35,000,000. Various portions of it are strongly opposed by various strong factions in the Senate. Not the least of these is the opposition of Ohio and other Senators to water diversion from Lake Michigan into the Illinois River. A group of Midwest Senators is against the Jones amendment throwing restrictions around the development of the upper Missouri and are to hold off approving other ](Bons of the bill unless they get way in this particular. Others are violently opposed to the Cape Cod canal purchase, tacked on the bill as a rider, and earnestly deBired by the White House and the War Department. For a filibuster measure nothing could be more admirably suited than the rivers and harbors bill, which one Senator has described as a whole carcass of pork floating In brine.
