GREAT INCREASE LOOMING IN COST OF GOVERNMENT Gains Since 1924 Apparently Will Be Maintained in Future. WASHINGTON, Nov. 19. —Cost of Federal Government will take another jump during the fiscal year 1928, according to present indications. Expenditures have* been increas ng steadily since the fiscal year 1924, which, with a $3,506,677,715 total, was the lowest since the World CVar. The exact outlook will be better tnown when President Coolidge mbmits the 1928 budget to Congress it the coming short session. Even the budget may not tell the whole Itory, however. The budget for the current fiscal rear was $3,494,222,308, or $12,455,107 less than total expenditures in 1924. Appropriations made by Conjress at the last session for the fis;al year, 1927, however, totaled $273, 103,305 more than the corresponding ippropriations for the fiscal year of 1926, and 1926 expenditures were 178,310,158 in excess of the 1924 low. This indicates that, despite the showing expenditures for the Bpkent year will run about $350,000,KK) In excess of 1924. President Coolidge declared pubIcly last June: "In 1921 when the lost of all Government in this counIry was appropriately nine and onelalf billion dollars, Federal expenditures constituted nearly 60 per cent if the total. In 1925 the cost of all government Increased to more than lleven and one-half billions, of which mly 27 per cent is represented in Tederal expenditure.” Others Spend More Such a comparison indicates that vhile Federal expenditures were dellining, State and local expenditures were increasing alarmingly. Sad the President started with 1915 hstead of 1921 the picture would lave been different. Throughout the war and up to 1921 Rtate and local expenditures were lelow normal. The expenditures laturally mounted during the last Ive years when long-delayed imirovem'ents were begun. Huge Federal Increase Measured in dollars of uniform purlhasing power, total State expenditures in 1919, for example, were 24 ler dent less and Federal expenditures were 1,214 per cent more than n 1915. In 1925 State expenditures vere 95 per cent higher, city ex>enditures were 52 per cent higher tnd Federal expenditures were 177 >er cent higher than in 1915. The recent increases in Federal ixpenditures have been due chiefly o expanding civil activities, fncludig prohibiten enforcement, and to b° resumption of public building aod river and harbor Improvement scale of the figures presented here nclude postal expenditures. LEADS LIST IN REVENUE North Carolfna’s Annual Taxes Total $174,725,696. Bu NEA Service WASHINGTON, Nov. 19.—North Carolina pays more revenue into the coffers of the United States than any other State, according to figures for the last fiscal year. North Carolina’s total of miscellaneous taxes reaches the sum of $174,725,696, which is ten millions more than New York pays, and three times as much as Pennsylvania. But the greatest portion of North Carolina's payments were collected from tobacco consumers in all parts of the country. The revenue was first paid by manufacturers, in the form of stamp taxes, then passed, in part, on to the consumer. North Carolina paid $149,637,306 in cigaret taxes, while Michigan was paying $89,530,800 on motor cars.

HOROSCOPE GOOD FORDUKEOFYORK Includes Hint Even of Ascent to Throne. Bv Times Svecial LONDON, Nov. 19.—Veiled hints of a boost in life for the Duke of York, which might mean anything from the governor-generalship of a dominion to a step up the ladder towards the throne, are contained in a horoscope of the Duchess of York in the 1927 edition of the famous “Ola Moore’s Almanack.” To state it bluntly, a step towards the throne would be possible only for the duke if the king or the Prince of Wales were removed. The horoscopists refuse to predict whether the Duchess or the baby

Princess Elizabeth will eventually ascend the throne. “The disposition of so high a calling is from above the stars,” the horoscope Bays, "and all that the stars car tell us is that the duchess is capable of sustaining any degree of responsibility that may fall to her lot.” As regards the duke and duchees together, the prediction Is: “This royal alliance is destined to high purposes for the good of the British Empire throughout the world. “In view of the prevalent indications remarkable and unexpected changes are bound to occur in 1927 in the entourage and family circle of the duke and his fair consort.

changes which will enlist the sympathy and heighten the expectancy of all loyal Britons.” The horoscope also predicts that during 1927 the duchess will find it convenient for a time to visit her Scottish home, “when considerations of health will dispose to some degree of retirement from public interests in which Bhe is so heartily engaged.” This is the usual formula for predicting that some royalty is going to have a baby. Naturally the predictions are not taken seriously here, as the prophets each year climb out on hundreds of limbs In their hints of everything from crashes \pf royal dynasties to earthquakes.
