EXPECTSENATE TO MEET NOV. 10, THEN ADJOURN #*- May Swear in Robinson at Impeachment Session. By Uv/itvd Brets WASHINGTON, Nov. 5. The United States Senate probably will forego its special session, scheduled to begin next Wednesday for trial of impeachment charges against Federal Judge George W. English, east**, ern Illinois. Senate leaders here today held the Senate will probably only meet Wednesday and immediately adjourn without transacting any business until the regular session Is started, Dec. 6. That is the only course open under its rules, parliamentarians agreed. The Senate itself must finally determine whether English shull be tried, despite his resignation, but Senators generally believ it will be trial. Restricted Authority Chairman Borah of the Senate Foreign Relations Committee is under the impression that he would not be permitted to bring up the Layzanne and poison leas treaties in the special session, because the Senate will meet as* a court of impeachment and has no authority outside of its restricted authority as a court. It cannot transact general legislation until the House returns, Dec. 6. It can, however, swear in new members chosen in the election Tuesday —Senators-elect Walsh (Dem.), Massachusettes; Stewart (Rep.), lowa 1 Hawes (Dem.), Missouri; in addition, Senators Robinson (Rep.), Indiana, and Nye (Rep), North Dakota; elected to succeed themselves as appointees, will have to be resworn Function Fulfilled The House Board of Managers, acting as prosecuting attorney in the English case, feels that most of its function has been fulfilled in the jurist's resignation. The managers will seek authority from the House to drop the proceedings. This will take the form of a report by the board to the House
