Farreaching political and legislative effects involving pending issues and present leadership of the Republican and Democratic parties were envisaged by political observers here today as a result of Tuesday’s congressional election. Final returns confirmed that the Democratic minority in the Senate bad been increased by seven votes and in the House by at least eighteen votes. Victories of three outstanding Democratic Governors —A1 Smith in New York, Donahey in Ohio, and Ritchie in Maryland—have strengthened movements to advance them as Democratic presidential candidates in 1028, with anew leadership of the Democratic party. The statement of Judge Olvaney, head of Tammany Hall In New York, that “it looks like A1 in 1928,” showed how the Smith men are talking as a result of the New York Governor’s 260,000 vote victory. His decision, hoyvever, is more likely to be influenced by his success in handling his new Congress during the last two years of his present term,, Senate Line-up Filial election figures also prompted discussion of what may be dons by the next Congress on the tariff, prohibition, farm relief and general economic legislation. The line-up shows the Senate will stand: Republicans, 48 (one vacancy in Maine). Democrats, 47. Farmer-Labor, 1. With such § slender plurality, including many Independent Republicans who will work with Democrats, there does not seem much possibility of passing any Administration measures opposed by the Democrats. An effort undoubtedly will be made by Democrats to revise the tariff, but it is doubtful of accomplishment. House Line-Up The line-up of the House will be: Republicans, 237. Democrats, 195. Farmer-Labor, two. Socialist, one. This majority, safer than the Senate, will enable House Republicans to nullify at least some Democratic legislation which may slip through the Senate.

Schortemeier, secretary of State, ran a strong race against Arthur Hamrick, Democrat, and the returns from 3,231 precincts gave Schortemeier 498,532, Hamrick 462,412. Mrs. Grace Urbahns of Valparaiso, had 431,162 votes in 2.873 precincts against 406,678 for Jap Jones, Democrat, in the count on balloting for State treasurer. The count from 2,681 precincts for auditor gave Lewis Bowman, Republican incumbent, 412,874, and David Ferguson, Democrat, 372,659. Charles Miller of Elkhart County had 422,296 votes in 2,810 precincts for State superintendent of public instruction, against 385,702 for John Linebarger, his Democratic opponent. Fifteen Republican Senators were elected Tuesday and terms of twenty-two others hold over through the 1927 session of the Legislature. The Democrats elected eleven Sen ators and have two holdovers. In the House returns Indicated election of fifty-nine Republicans out of the ninety-two Representatives. Peters contended that only the offl clal tabulation of returns will determine who have been elected United States Senators. He pointed oat that missing precincts include a number from Allen and Wells Counties, where the Democrats scored notable victories In precincts reported previously. On the basis of incomplete returns. Watson and Stump each carried for-ty-six counties. Watson appeared to have score greatest totals in Lake and Vanderburg Counties. Stump

Koestler mailed a package from Seattle addressed to himself in Portland, and to he directed over the entire Government airplane postal system. The package was only a large envelope containing a piece of cardboard. On the outside were samples of every stamp in the air service and under each stamp Koestler had written the name of the postoffice where it should bo cancelled.
