I am basing this state ment upon the experience of the past. 89,880 Killed. "Last year 89,880 persons WCve killed in accidents of all kinds and more than two and a nair millions were injured. This is 246 deaths and 7,000 injuries for each day in the I year, or more than 20 times the daily casualty toll of American soldiers during the World War. The direct economic loss from accidents is estimated to be at least four billion dollars a year. If these accidents could be wiped out over night our economic adjustment alone would be sufficient to dispose of our public debts in less than five years. “Twenty-one thousand boys and girls under 15 years of age went to their deaths as a result of accidents last year. Is there not sufficient human interest in that fact to distract public attention from matters of less moment? “America is the most reckless nation in the world. Our fatal accident rate is nearly t-wo and a half times as high as that of England and Wales, and three time? higher when automobile fatalities alone are considered.” Hill said that until about twelve years ago the center of gravity of accidental deaths and injuries was in industries; but since that time it has gradually found its way to the field of public accidents.. The interest of the community in accidents was further emphasized by the fact that no fewer than 20,000 jsersons were killed by accident in homes last year, the majority of these home accidents occuring in the most poorly housed part of the population. How to Reduce ToM. The only way to reduce this appalling loss of life and property, Hill said, was by community effort along orderly lines following a definite program. • The remedy, l he said, lay in a complete mobilization of community forces, with the full co-operation of all agencies. Industries are doing a great wbrk individually, but they cannot succeed alone; they must have the aid of the public. To carry out a comprehensive plan con'sideration must be given to three fundamentals: 1., Engineering, including scientific study of accidents and their causes, establishing safe conditions and determining what constitutes safe practice; 2., Education, including information, showing causes of accidents and arousing | understanding of the need for personal carefulness; 3., Enforcement, through means for compelling the heedless minority of observe safe oractices. JOURNALISTS’ HOLIDAY Scribes “Forced” to Take 15-Day Vacation Each Year. Bv United Press RIO DE JANEIRO, Nov. 3.—Brais expected to become the haven for tired overworked newspaper men from all parts of the world as the result'of a law recently put into effect throughout the country, requiring that the employes of all journalistic enterprises are obliged to take fifteen days holiday, with pay, annually. The new law applies to employes of every class, including workers in newspaper plants and other enterprises of a Journalistic character. In order to make sure that the journalistic workers taake their fif-teen-day holdiay every year whether they like It or not, the new law specifically stipulates that employes cannot refuse their annual holidays, even though they are offered double pay to work during the period.
