Two extreme cases of rowdyism have aroused wide attention recently. In Qharkov a drunken hoodlum shot and killed a worker who triers to put him ou*t of a club. And in Leningrad, a gang of rowdies criminally assaulted a girl student. The Kliarbov murderer was sentenced to be spot and all appeals for clemency were rejected. The workers and employes In a number of factories and other institutions have signed petitions demanding the severest possible punishment for the twenty members of the Leningrad gang who have been arrested. Mr. A. Byelobrodov, Soviet Commisar for Internal Affairs, producer; the following statistics to illustrate the growth of disorderly conduct. In Tver Province, there were 1,211 cases of rowdyism during last six months, as against 327 during the preceding period of three months. The figures for the same periods show an increase from 251 to 764 cases in Voronezh Province and from 364 to 1,141 cases in Vladimir. One hundred and seventy killed and 182 wounded represent the casulty list for nine months of drunken holiday celebrations in Cherepovetz Province. Drunkenness Is Cause “The root of hooliganism lies 90 per cent In drunkenness,’’ declares Mr. Byelobodov, who urges the Communist Youth, the association of two million young Communists in Russia, to take a stronger stand against drinking and especially to combat the tendency which some of its own members show to yield to the temptations of alcohol. While there seems to be no immediate prospect of a repeal of the decree which re stored the state sale and manufacture of the 40 per cent vodka, Byelobrodov recommends no stronger measures against the sale of liquor outside the legal hours and also against the manufacturers of peasant homebrew or “samogon,” which continues to flourish in spite of the competition of the government, vodka. Questioning disclosed the brother had become addicted to liquor about six years ago. He is single.
