RAINCOATS ARE LIKE WALKING. ART PICTURE? Oregon Farmer Bewail} Fancy Slickers and Flapping Galoshes. Hit United Press PORTLAND, Ore., Nov. 3.—This Is the time of the year when old< timers feel comfortable, na the damp season is here, and when strangers stare at comely maidens parading to and from school dressed in startling fashion. Galoshes flip and flop, slickers beb low out behind, being of a stiff light yellow material. But it is the decoration upon the slicker that causes the man from New York or Chicago, Los Angeles or New Orleans to rub ills eyes, and then take another look. Feminine Bootees. A fair maiden walks down the street, wearing a pair of swishing 1 “Captain Kid” bootees over her dainty shoes. Her bright yellow slicker apparently had been mistaken for an artist’s canvas, for upon the back of it there appears a picture. It is of two hearts which tJfe forever Joined by a keen-edged ger which pierces each. Whether it portrays a love fast and true or represents the death of a once mutual affection is unrevealed. Not to be outdone, on the other side of the street, there strolls a flapperish blonde—one running toward the robust lines of the feminine typo which, a generation ago, was classified as "the beef trust.” Her slicker, too, is a brigfit yellow but her Daddy must be from Dublin or county Cork, as the decoration Is in dull green. "What is it?” asks the curious visitor, and upon’ inspection he discovers it to be a giant frog and Mr. FTog has no fears of the rain for he is holding an umbrella over his head. Then, as though to gladden the cynical eye, there is the stunning brunette, a willowy beauty with a tender gleam in her soft brown eyes —a girl that makes you think of pay checks unspent. She is wearing the zipper boot but the zipper has not been zipped. The boot is open at the top—-how else could one see a shapely calf In its sheeny flesh colored hose.
Slicker Is Bit of Art. 1 Her slicker is a bit of art. It pictures a cozy comer ‘Tar from the cares that are” and a comfortable davenport there are two lovers with | arms entwined. A scene telling a ! story with a sensible moral —one informing man that he should have sense enough to come in out of rain. But the old-timer, the Oregonian who loves his Oregon, doesn’t like these slickers and galoshes. He doesn’t object to the flopping boots, vivid colors, artistic and inartistic , pictures, but maintains that such things cast a reflection upon a Portland and Wilamette Valley myth—namely, that Oregon rain isn’t wet. "What they wearin’ them things fer?’’ questions a hop grower from up Salem way, as he views a bevy of maidens homeward bound, school hours over, "tain’t rainin’.” “Well, it’s slightly dampish,” replies his comrade. Whereupon speaker number one lifts his face heavenward and with a look of surprise, w’hich rain bounces off his nose, remarks “derned if it ain’t an Oregon Mist.” REPORT GOVERNS MUSCLE SHOALS MOM. Designates What Private Concerns May Operate Up Stream. Times IVashinoton Bureau. - \ev York A < WASHINGTON, Nov. B. Department report on the upper Tennessee River has been formally submitted to the Federal Power Commission. The report recommends what private power companies shall be given control of the Tennessee River above the Governmentoperated power plant at Muscle Shoals, Ala. Proper operation of the Government dam will depend on how waters of the upper river are used. The report is being kept secret, as was the preliminary recommendations by Major Fiske, army engineer in charge of the river survey. The Fiske report aroused agitation when filed early in the year, it being rumored that he recommended ail eleven dam sites on the upper river be turned over to the Eastern Tennessee Development Company. Half owner of the latter is the Tennessee Electric Company, one of the thirteen associated power companies whose bid for a fifty-year private lease of Muscle Shoals, recommended by a congressional leasing committee, is pending in (Congress. John Neal, the man who arranged the Dayton, Tenn., evolution battle, demanded last May that,the F'isko report be made public. “I protest," he declared thek “against a group of associated po\®B er companies attempting to grab an entire river from the American people.” Whether the final report follows the Fiske recommendations can not be learned. The London metropolitan water board supplies water to a population larger than that of Canada, and the mains, placed end on end, would cover the distance from London to New York and back.
