WOMEN MAY LEAD TO ABOLITION OF ■TENEMENTHOUSES Wives May Persuade Wealthy New Yorkers to Aid Fight. Bu NBA Service NEW YORK, Oct. 22.—Women are the hope for removing insanitary, crowded, crime-generating slums in which a Are escape is the “great outdoors.” Through the influence of their wives the purse strings of wealthy citizens of the metropolis can be loosed and money necessary to replace tenements with modern, fireproof apartment houses can be obtained. So believes August Heckscher, multi-millionaire philanthropist. He has recomrpended to Mayor James J. Walker that the slum structures

be condemned and model five-story dwellings be erected on their sites. For this a half-billion dollars would be required the first five years. He would have the city appropriate $50,000,000 annually, and a similar amount to be given outright In yearly surris of SIOO,OOO by five hundred rich NeW Yorkers. Heckschcr will be one of the donors. “Do you believe there are 500 persons in New York capable of donating SIOO,OOO a year?” he was asked. “Capable, yes,”-he declared; “willing, no. It’s through the women that it will have to be done. They’re always anxious to serve. Their husband’s won’t do It alone. Why I am acquainted with scores of men who are worth myiions, tens of millions and twenties of millions unbeknownst to the public, stowed away in safe deposit boxes, most of it!” August Heckscher is a slight, be/vhiskered man, Diffidence and graciousness are outstanding qualities. In his alterness and in his fashionable suit and suede-top, buttoned iihoes there is little trace of his 78 years. Beneath his close-cropped beard his teeth shine as brightly as his blue eyes. A slight accent, reminiscent of his native Germany, colors his speech. “It’s rather Utopian, this project,”

Pains Across Back "FOR days at a time I would have to lie in bed, unable to do my work or care for my family,” says Mrs. H. C. Sheffield, of Attalla, Ala. "It wore on me dreadfully, because I could see things going undone which it was my duty to do. My back ached like the toothache. At times I would have bad spells of headache, and often attacks of dizziness. "I had often read of Cardui and knew what other women had said about it. Some of my Mends had taken it and been relieved. One lady told me how much good it had done her, so on her recommendation I deckled to try it. "At first I could see a little improvement, so I was encouraged to keep up the medicine. I took it faithfully. After the second bottle, I was much better. My appetite picked up and I could eat better and enjoy my meals. I kept right on taking it till I had used six bottles, when I felt like anew woman. I did not seem the same person I had been six months before. The pains across my back had gone away and my head was much better. Cardui certainly brought me health and strength when I was run-down.” CARDUI Manufactured by The Chattanooga Medicine Co., Chattanooga, Tenn. FOR SALE BY ALL DRUGGISTS

admitted the practical old dreamer. “I don’t expect to see the city rid entirely of ugliness and unhappiness. And I don’t think that money can buy happiness or that organization can insure health. Even in modern buildings, sanitation cannot be foisted upon t%e occupants by legislation. To Be Sanitary “But in each block of the home buildings we propose to build, there would be a community organization to see as far as possible that the rules of hygiene and proper living are observed. The people would attend to that kind of thing for themselves, so they would not be beaten down by a remote and Interfering philanthropy. “What tfxls plan proposes' is to give people a chance to help themselves. Their own efforts at home making are almost fat?d to fail in the slum districts of cities now. They should be able to buy more livable quarters with the money they earn. This will give them the chance. It will prevent the waste of human material which is so hopeless under many conditions existing now.” If the Heckscher plan for tenement improvement is carried out—even partially—it will set a model for scores of cities to follow. Stretching ocer the continent are a

chain of shantytowns and ’cross the tracks settlements which await transformation into habitations fit for human beings. “If we can give people decent places to says Heckscher, “we can leave dozens of their other problems for them to take care of them•elves. The home is the source of their lives. “This proposed remedy for evil conditions is new, of course. It will relulre time and modification. They’ll break your windows at first. By and by they’ll thank you.” ALL IN LANDSCAPE ZONE Art Ministry’s Consent Required to Build in Taormina. TAORMINA, Oct. 22.—The entire territory of Taormina has been declared a landscape zone of national Importance, and no building or alteration of the features of the land can be undertaken without the permission of the Fine Arts ministry. The decree has been passed in order to prevent speculative builders spoiling the beautiful lines of the world-famous landscape. A similar decree already regulates building on the island of Capri.
