LONDON, Oct. 19.—Eighteen men, representing the governments and governing parties of the British Empire, met today to discuss the prob lems of empire. The delegates first saw the Prince of Wales unveil a memorial tablet in the Abbey to the one million war dead. England confidently expected that the conference will mark the turning point away from the business and social depression which has blighted the country since the war. The dominion premiers were prepared to insist that England s children have passed the apron string stage and reserve to be considered accordingly. In this connection, the majer problem for discussion was the future right of the British government as represented by Downing Street, to bind the dominions without their consent. JOIN UNITED STATES? OH NO Canadian Premier Denies Annexation Rumor. LONDON. Oct. 19. Premier Makenzie, King of Canada, has reassured England that Canada does not want to be annexed to the United States.
