DEBTSETTLEMENT ( WITH EUROPE 01 Burton Says Europe Is Not Burdened. Timm Washinuton Bureau. M„’2 New York Avenue WASHINGTON, Oct. 15.—World war debt settlements between the United States and European nations are not in excess of the “capacity to pay,” according to Representative T. E. Burton of Ohio, debt funding commission member, back from Europe. “I am more convinced than ever,” he said, “that the United States has not driven sharp bargains. The percentage of revenue debtor nations must pay has been greatly exaggerated. The commission, to obtain approval by Congress, emphasized the favorable side of these settlements. The statements were eagerly utilized in Europe to prove the terms harsh. They are not harsh.” Burton predicted France would approve the settlement arranged hy Ambassador Berenger, though probably with reservations. He asserted European conditions in general were much better than a year ago and prospects for peace more encouraging. He declared himself opposed to cancellation of the debts but in favor of lenient, interest rates. He has conveyed his opinion to President Coolidge.
