Bu United Press TOKIO, Oct. 8. —The Japanese foreign office is watching, apparently with an air of complete detachment, the new phase of China's civil war, in which the armies of Canton’s nationalist government are driving north against the war lords. Japan, a foreign office spokesman told the United Press, will maintain complete neutrality, although it is possible necessary measures may have to be taken to protect the lives and property of Japanese nationals in the towns along the Yangtse River. Japan has a number of gunboats on the Yangtse and these will be used as necessary on orders of the Japanese consul generals in Hankow and Shanghai. The government has full confidence in the Japanese consular officials along the Xangtsa, but these officials have been instructed not to commit any act which might
