Mussolini, of course. Here is what he told Simms during a conversation in Chigi palace. Rome. By William Philip Simins WASHINGTON, Oct. 6.—“ Everywhere I’ve been, I told Premier Mussolini, people are talking war debt cancellation. In Italy I don't hear it so much. Why? “We’re working, not talking,” the Italian dictator shot back. “You’re in anew Italy now, serious and disciplined. We believe in acts, not words. “Long ago, first of any, we made up our minds to pay our debts. It was our first consideration. And first, of any we have commenced to pay them; Talk, now, is useless. Without phrases, therefore, we shall meet our obligations as they fall due.” Different in England This was startling, the head of a European state apparently satisfied with the war debts deal at least to ( the point of not grumbling about it. Even the British, who boast of being such good sports and always settling without a murmur, I had found sour as crabapples on the subject. Some, like WTnston Churchill, chancellor of the exchequer, are even abusive. \ “Surely you favor revision,"\ I said. “Not to the point of suggesting it,” said Mussolini. “In fact I don't think the suggestion should come from any European country. It should come spontaneously from the United States if at all.” “What advantage would revision have for the United States?” “Since you ask me. I’ll tell you what I think. Chance for America “The material advantages of sucM an act should not weigh at all. Were America still further to reduce or cancel the debts, she would be accomplishing an act of simply stupendous moral import to the entire world. “Such an act would crown in marvellous fashion America’s glorious gesture of ranging herself alongside the European nations in war to preserve the same ideals. Were she to do this, nothing could prevent an immense amount of practical advantages accruing to her. Such an act, done with no thought of material advantage, could not fall to bring a flood of such advantages notwithstanding. A brand new world situation would thus be created and the United States could not fall to profit by it.” Step Toward Peace “Would it be a step toward world peace?” “Undoubtedly. The colossal burden of debt weighing on the budget of most of the nations of Europe is having its moral effect on the people of Europe. “Furthermore, while In Italy the

menace of Bolshevism has disappeared, one cannot say as much for Europe as a whole. In many' regions the germ is favored by bad economic conditions, accompanied by a "general unrest and discouragement among the population. And while it would be absurd to talk of another war, still It would be equally absurd to pretend not to see the friction and dissension between the (countries of Europe due to their immensely divergent Interests.” Reconsideration of the whole war debt question, Mussolini believes, would have a universally beneficent effect. He says it would lift from the world the chief cause of a bad economic situation and help it return to .pre-war conditions, especially as to trade. Nevertheless, he Is not kicking. If there should be a rejiggering, scaling down or cancellation of the ebts lie would naturally expect Italy to be in on it. But ( ask for such a thing, or complain because it isn’t forthcoming, never. Wherein Mussolini is unique in Europe. NEXT: Mussolini on his fourth anniversary in power.
