Against Reappointment When their renominations by Coolidge came before the Senate Judiciary Committee last spring, that body unanimously voted against their reappointment after testimony as to the moral conditions under them was declared by committee members to be “too corrupt, indecent, scandalous and rotten” to be publicly discussed. Coolidge withdrew the nominations last June, but made no'new appointments, and the officials have continued in office. Manly’s appeal was dirsirted among others to Dr. Clarence True Wilson, secretary of the Methodist Board of Prohibition and Public Morals, who last spring told the Judiciary Committee that “moral conditions in Alaska were worse than anywhere in the world,” and said that Attorney Genera! Sargent had declined to hear the charges. Former Attorney General Stone and Mrs. Mabel Walker Willebrandt, in charge of prohibition prosecution, had declared against the reappointments, Manly said. Others addressed were General Counsel Wheeler, of the Anti-Saloon League, Mrs. Henry W. Peabody, head of the Women’s National Committee for Law Enforcement; Miss Anna A. Gordon, national president, W. C. T. T T . and heads of Jewish, Catholic and Protestant church organizations. Directly Appointed Manly pointed out that all Judicial and enforcement officers in Alaska are directly appointed by the President. "The people of Alaska are therefore suffering the evils of carpetbag government in their most vicious form. They have no redress except to appeal to the people of the United States," he said. In his telegram to the President, he quoted charges made by Delegate Sutherland and John Frame, Republican committeeman for the third district, which he said had been "completely proven,” in the Senate hearings. CAPITAL LAWYERS FACE CHARGES OF VIOLATING ETHICS Complaints May Cause Legal Housecleaning in Washington. Times Washinoton Bureau. ' ' 1822 New York Avenue WASHINGTON, Sept. 17.—A legal housecleaning loomed here today. Numerous complaints against attorneys practicing before the various Federal bureaus and commissions have aroused the American Bar Association. This became known following censure of a Washington attorney for alleged violation of professional ethics In practice before the International Claims Commission. The attorney’s name was kept secret. He is rumored to be one of the more prominent attorneys of the capital. General Consitieration That the Washington situation is receiving general consideration was admitted by T. F. Howe, Chicago,

chairman of the professional ethics committee. “No form of public action has yet been determined on.” he explained. “The committee’s activities against individual lawyers are, as a rule, considered in executive session only. Some From Outside “It is only fair to members of the Washington bar to say that the complaints received by this committee as to unethical practices of lawyers there refer to members of the bar from other portions of the country, who specialize in practice before the various commissions and bhreaus. They are not enrolled In the District of Columbia courts and are not subject to discipline by these courts.” The International Claims Commission case grew out of a letter sent by the censured attorney to Individuals and corporations who have or might have claims against the Mexican government. This letter, furnishing general information as to procedure for redress, was declared by the committee to be, in effect, p. solicitation of business. The attorney, in defense, contended that the commission was not a court, that practice before it was not litigation and that the furnishing of information to claimants did not fall within the lnhibiton of the legal canons.
