.RADICAL ARMIES WIN;TROUBLE IN CHINAISFEARED Government Hostile to U. S. and Friendly to Russia Is Imminent. Bu T J nitrd Press WASHINGTON, Sept. 9.—A radical Chinese government, friendly to JRussia and hostile to the United States and other powers, is immi- . nent in Peking unless some unexpected harrier stops the northward sweep of Cantonese armies, according to reliable reports here today from China. The nationalist tide, considered responsible for reported seizure of British merchant ships on the Wangtze River and the ensuing battle between Chinese and British forces, was described as rising rapidly throughout China. Anti-Foreign Hatred Though the bombardment of an American hospital and American Jiaval vessels near Hankow was not deliberate, Americans were said to be endangered by the general antiforeign hatred. The United States and other governments are believed powerless to take effective action, either to fac'litate pacification of China or adequately to protect American and foreign citizens. The administration here has definitely determined on a policy against military intervention, except in extreme cases for the protection of American lives and property in limited areas. Missionaries Endangered. Use of force by outside governments will only stimulate the antiforeign movement, increasing the danger to American missionaries and other aliens in isolated regions sap from , the protection of American gunboats and marines, it is believed. Reports from the front emphasize significance of the Cantonese victory in the Hankow area. Following the Cantonese captu-e of Hanyang arsenal, the capture of Hankow, "Pittsburgh of China” and the rich central district is considered practically inevitable.” WARSHIPS ON WAY British Flagship and Cruiser Go to Battle Scene. Hawkins, flagship of the BritishAsiatic fleet, and the cruiser Vindictive were officially reported steaming up the Yangtse ICiang River to Hankow, where three British officers and four men were killed in an engagement witn Chinese. Two officers and fourteen men were wounded. However, beyond sending the two British warships to Hankow to protect British interests, the foreign office planned no further action after the dramatic rescue of six British sailors by British naval f forces yesterday.

PASTORS TO GO TO CONFERENCE Indiana M. E. Gathering at Evansvilie Next Week. More than 100 ministers from the Indianapolis district will attend the ninety-fifth Indiana conference of the Methodist Episcopal Church next week at Evansville, according to Dr. Harry A. King, district superintendent. Session will open Tuesday night and continue until the following Monday at the Central Avenue M. E. Church, with Bishop Ernest G. .Richardson of Atlanta, Ga., presiding. Dr. King said practically all the fifty ministers in the district were expected to be reassigned to their pastorates. All of the larger churches will have the same pastors returned. Dr. King indicated. Several Indianapolis denominational leaders will address the conference. Dr. TV. B. Farmer of the Preachers’ Aid Society will speak the opening night. Other Indianapolis speakers are Dr. Orlen TV. Fifer, Central Avenue M. E. pastor; the Rey. J. W. McFall, Broadway Church pastor, and H. W. Baldridge, field secretary, of the Indiana Anti-Saloon League.

CIVIL SERVICE MEETING I ' Rules for Police and Fire Depart ments to Be Discussed. Rules and regulations for the po lice and fire departments will be discussed at a meeting of Mayor Duvall's civil service boards today at the city hall. John F. White, president of the joint organization of the two boards, said publication of the ruleß and regulations for appointment, and promotions within the departments must await confirmation of the civil service by city cabinet. The law stipulates that rules governing the police and fire departments may be promulgated by the mayor after approval by the city cabinet, composed of heads of municipal boards and various departments.
