COOLIDGE THREAT •STRENGTHENS 11. S. ON ARMS PARLEY Foreign Diplomats Wake Up to Fact This Nation Means Business. By William Philip Simms Foreign Editor Scripps-Howard Newspapers. GENEVA, Sept. B.—(By Cable)— President Coolidge’s warning that Unless foreign powers exhibit more Willingness to carry out the spirit of the Washington conference/ by similarly limiting other types of naval Vessels and aircraft, the United States would take the leadership in these branohes, the biggest jolt received in league circles this session. Inasmuch ns the President's Intimation was not directed at the league, his remarks did not make a ripple on the surafce, hut underheath they created considerable concommotion. ' Leaders Confidentially admit that this is the first practical move the United Btates has made since the first jiVashington conference. Hard-boiled diplomats here point but that the Washington conference •ucceeded because everybody was tware that the United States was fctepidly becoming the world’s greatest sea power. So when the Harding Administration suggested a limitation on capital ships there whs a wdld icramble to second the motion. Since then, however, President Doolidge’s ever)’ suggestion to apply- • !he 5-5-3 ratio to other naval craft has fallen on deaf ears. All foreign nations felt America had nothing lurther to offer. The present bombshell —a bombshell only because it came from tToolidge—admittedly puts an entirely different complexion on the whole Situation. It tends to place (he United States in the same strong Strategic position it occupied-In 1920, lust prior to the Washington conference, for now as then other counIries know’ they can’t compete wdth [he United States. Diplomatic war horses here are half Incredulous. The gesture hmacks less of Coolidge than of Monboe or Cleveland or Roosevelt. At the same time fhey admit it is exactly w'hat Britain, Japan, France Dr any of the other powers would do Were they similarly situated. They likewise agreed privately that if Coolidge sticks to the course of ac 4 tlon thus indicated it will not take long to force a limitations show--Bown. Incidentally, It Is widely believed here that the move is the beginning Df an effort toward having a second Washington conference, to he held between now and the 1928 elections.
