EUROPEAN DEBT •question to be OPENEDIN FALL Senator Glass Will Take Up Fight in Next Congress. Times Waahinnton Bureau, 13i2 A ew York Avenue WASHINGTON, Sept. 3.—The whole question of the Interallied debt settlement*, officially announced to be closed, will be thrown Into the senatorial arena again as coon as Congress reconvenes. That was made certain today when Senator Carter Glass said he would open up the question on the floor of the Senate at the earliest possible moment after the opening of the next session. Senator Glass declined to comment on the proposal of former Secretary of War Baker to cancel the debts and revise the reparation payments to be made by Germany—a proposal -which Is causing much comment here. Although it is regarded as doubtful that Glass will advocate complete cancellation, it is understood that his views, regarded as carry-' ing added weight because of his service as Secretary of the Treasury from 1018 to 1920, will differ sharply from the present debt policy. Baker proposal for outright cancellation of the debts was warmly received in many quarters. Many “not for publication” opinions coincide with the former war secretary's views that we have slight chance of collecting anything like the amount of the war debts, at present funded, and even if we could it would be a bad economic and political policy. The view was quite generally expressed by those following the debt negotiations from positions that tie their tongues, that we are pursuing a phantom in the hope of collecting the war advances. They were careful to point out, however, that opinion is this country has been so led that only one free from political entanglements is safe in discussing the situation freely, and advocating a right about face of the present debt policy. U. S. Unpopular While generally sympathetic with the Baker view that the debt payment arrangements are making the United States very unpopular in Europe, his argument that debt cancellation would permit European rehabilitation worth more to American industry than possible debt payments is being challenged by some—notably representatives of farm organizations. There is no indication, for example, of a shift of the position of the National Grange that “the hardearned money of American citizens which was loaned by our Govern-

It is the position of the Grange that what the farmers might gain from an improved European market as a result of debt cancellation would be more than lost by heavier taxes. Consequently they are in favor of going after the money, and are not yet asking questions about the possi f bility of getting it. Although it is not yet clear whether or not the Baker cancellation program will result in an organized move in that direction, the view is general here that the debt settlement question is anything but finished business.
