LEADERS REM RUSSIA NOW AT FORM ROAD Shall She J/lind Own Business or Shall She Launch World Revolt? This Is the second of a second series of articles on Russia by William Philip Sims. By William Philip Simms MOSCOW (By Mail) —Behind the Kremlin’s mighty walls and towers something mysterious is going on—something that is shaping the whole Jkiture of Russia. ■yba city is full of whispered rumors. Red soldiers with fixed bayonets guard the tunnel-like gates under the towers and no one without the countersign is allowed to pass. It would be like having a Chinese wall about the United States Capitol and posting troops there to keep out the public while something, no one knew exactly what, went on inside, something that had to do with the future of the nation. Forks of the Road There is every reason to believe that the handful of men who now rule Russia realize the country has come to the forks of the road and are divided over which way to go. Shall Russia consider herself merely the breeding ground and bridgehead from which to launch a world revolution? Or shall Russia mind her own business, stick to her knitting and try to seize a come-back as a member in full standing among the world's great powers? Schism Results That is one way of stating the question which has caused a schism in the ranks of the government and the Communist party. One faction is fighting to maintain the Communist International and the Russian government as virtually one and the same thing. That is, they believe it the duty of Russia to make common cause with Communists the world over and aid in every way the overthrow of foreign, capitalistic or bourgeois governments in favor of their own brand. The other faction takes the position that Russia has already tried this experiment and failed. They contend that to pursue this road further may brtng about the collapse of Soviet Russia itself. They urge, therefore, that Russia would do better to make communism a success at home and leave to others the task of revolutionizing their own particular corners of the world. - It is a conflict between those, who have learned something by the practical experience of the past few years and those who have not.
