Injured In an airplane crash Pa, Aug. 28, died this morning from meningitis Induced by his Injuries. „ Bettis, who was brought here from Bellefonte by Army airplane o.mbulance last week to receive treatment at Walter Reed Hospital, suffered a relapse yesterday and relapsed Into unconsciousness, from which he did not recover. His mother is believed to be on the way here from Port Huron, Mich. Lieutenant Bettis, flying with two companions over Pennsylvania a week ago Monday, became lost In a fog and his plane struck Jack’s Mountain, near Bellefonte. Despite a fractured leg, a double fracture of the jaw and other Injuries Bettis crawled from the wreckage and made his way several miles from the scene of the crash. Bv United Preea CHICAGO, Sept I.—Final plans were laid today for filing of the ■‘lllinois wet referendum petition” with the Secretary of State at Springfield Thursday. The petition, which has been signed by 400,000 voters, Is sponsored by George E. Brennan, Democratic nominee for United States Senator. It will be escorted from his headquarters to the train by a brass band, a special guard of honor and many Illinois Democratic leaders. Following closely in phraseology the petition which will be submitted to the voters of New York this year, the Illinois proposition is understood to have been written by Former United States Senator Elihu Root of New York. It follows: • “Should the Congress of the United States modify the Federal act to enforce the Eighteenth Amendment to the Constitution of the United Slates 30 that the same shall not prohibit the rr anufacture, sale, transportation, importation, or exportation of beverages which are not in fact Intoxicating, as determined in accordance with the laws of the respective States?” The petition will be placed on the ballot at the next election, if secretary of State Emmerson decides that it is valid.

I.—War on moonshiners from the sky is being considered by Assistant Secretary of the Treasury Andrews. Airplanes have been successful in ferreting out rum runners and the advisability of attacking rural distillers from the air Is being studied, the dry czar said today. Andrews pointed out Federal planes could patrol rural and fountain districts, detecting stills by the thin blue* smoke that always betrays a moonshine plant. I.—Fire swept a flve-story Harlem tenement today, causing the deaths of at leaet six Negroes and Imperiling the lives of as many more. Damage was estimated at $30,000. The blaze was marked by spectacular rescues as several Negroes, crazed by fright, clung perilously, to flame-licked awning supports until firemen arrived.
