IT’S STYLISH IN RUSSIA NOW NOT TO BEJTYLISH Girls Parade With Bare Legs Shimmering Bobbed Hair Everywhere. This is the fifth of a series of six articles on Russia by William Philip Simms. Scripps-Howard European Correspondent. By William Philip Simms MOSCOW (By Mall.)—lt Is stylish In Russia now—and wise—not to be stylish. Girls parade the Kuznetsky Most, Moscow's fashionable shopping street, with their bare legs shimmering in the sun. On theft- feet, however. are modish high heel slippers. Bobbed hair is as much in evidence here as in the States. But few bonnets are encountered. The girls either go bareheaded else wear a man’s cap pulled well down over their locks. That or a blood red handkerchief, or'piece of cotton tied tightly around their heads. The thing is to look careless. It is obvious that many girls take great pains to appear so and the result is often fetching. Rouge, lipsticks, compacts and the rest seem as dear to the Russian girl’s heart as to her American sister’s. Men all try to look like workmen. I’ve seen them dallying over their tea in shops, offices and banks, but they, like the women, are carefully dressed in careless fashion. They go hatless, tco, for the most

The - bare legs of week-days are hidden under the sheerest of silk stockings. Classy frocks, cut Rue de la Paix fashion, up around the knees, appear. Also the latest things in hats and furs and gewgaws and furbelows. Men plume themselves likewise and, on the whole, a crowd of Russians Sun Saying at the Hermitage, say. a popular amusement garden here, look just as prosperous as a similar crowd in Berlin. Perhaps more so. Theaters Crowded Theaters, movies, restaurants, summer parks and the like are crowded. Today not only the “Nepmen”— as those engaged in private enterprise in this country are called — but all kinds of workers are free to make all the money they- can. Russia's Population is approximately 130.000,000. Os these only about (500,000 are regular voting Communists. The rest are “partyless.” as they express It, and may demand and receive by way of salary or fees all he or she can get. Only the communist’s wages are fixed. The Communist party has lost 100,000 members in the last couple of years. The party is purging itself of backsliders on the one hand and has adopted a system of training to raise the present crop of babies from the cradle to be the real simon-pure article. Natures the Same This undoubtedly is necessary. Aside from the 600,000 referred to it is fairly safe to assume that Russians have changed their name but not their nature. Fundamentally they are no different from people the world over. Their women have a. woman's vanities. Their men have the vanities of men. Both are human with human weaknesses as well as human virtues. Why shouldn’t they want money and lots of it and the things that money will buy? Russia today wears her shabbiness like a cloak. But like a cloak it will some day be put off. Silk stockings and all they typify doubtlessly are as dear to the secret soul of a Russian gtrl as they are to any other girl. And the test of the Russian experthent lies in that simple thing: The human equation. I don’t believe they can raise babies—not masses of them anyhow, totally lacking In human frailties. Municipal authorities said 700 scarlet fever patients were registered in the hospitals. The disease was believed to have come from Russia.
