RUSSIAN ADMITS ’ MISTAKES MADE; LESSON LEARNED *We Will Still Make More, but Not Same One Twice,’ Says Leader. This la the third of a series of six Kticles on Russia as found by William UnlliD Simms. But the hopeful thing about it all may be found in what a communist leader here (old me. Said he; "We have made mistakes and wfTl make still more. But we are not going to make the same mistake twice.” The late Nicolai Lenin made the first fundamental error when he thought everybody could work for the government and the government would take care of everybody. What the farmers did not. need for themselves would be taken to feed the city workers and the surplus of the city workers would be given to the farmers. Famine Is Result The Russian famine was largely the result of this policy. Peasants refused to plant any more than just .enough to feed their own. So, when Barge parts of the country suffered failure, there was no surplus to feed the population. Similarly people rode on street cars, and so on. Lenin himself lived to see ttje folly of such a procedure. It was he who Instituted the new economic policy •—NEP as they call it in Russia, where Initials are substituted for everything. much. Having taken over everything, lock, stock and barrelfactories, houses and the rest —she got along for a time on pure communist theories. But today she sees a light— She is trying to run things along old fashioned capitalistic lines which net sufficient profits at least for upkeep if not more. This necessarily means higheh prices and prices are already high, except rents which, to the contrary, are very low, a dollar a month per room, say. But rents are going to be raised materially, I was told, the present scale being insufficient for the upkeep of the houses to say nothing of replacing them once this has to be done. Here is just an illustration—one among thousands—of what the great Russian experiment in communism is going up against every day. The result is a constantly changing Russia about which most Americans hear little and know less because half of what they do hear is distorted, willfully or through ignorance.
