Times Bveclal _ TOKIO, Japan, Aug. 20.—The ▼elrd twang of the samisen, Japan's musical instrument, coming from behind thinly barred windows of the Toshiwara, “nightless city” of Tokio, may be heard no more by adventuresome youths of the capital if the present reform wave sweeping over the ministry of home affairs is successful. Gradual abolition of licensed prostitution has been approved as a policy by the ministry of home affairs, and while the home minister is said to feel that first steps toward reform should include the improve* ment of conditions in the houses, the ultimate object will be the abolition of the system which permits the selling of Japanese girls into slavery. A truck containing lime and lumber stood In the center of the yard. In the course of a heavy rain storm the rain beat its way through a tarpaulin covering with the lime generated heat which set * fire to the Umber on the truck.
