Aug. 6.—Samuel insull, Chicago power king, if found guilty of contempt of the United States Senate, will face a maximum sentence of onexyear in jail, plus SI,OOO fine. Senator Reed of Missouri announced at Chicago Wednesday that Insull, as well as his personal attorney, Daniel J. Schuyler, would be reported to the Senate for refusal to s-nswer questions relative to money spent in the Illinois primaries. But there is a long road from report to conviction. First the Senate will debate whether Insull was actually contemptuous. If the motion carries to submit the matter to the district attorney of the District of Colombia, a grand jury will be called. Harry F. Sinclair, oil man, in volved in the Teapot Dome scandal, wfis reported to the Senate for refusal to answer questions of an investigation committee, March 24, 1924. He was indicted -a week later His appeal from indictment is still pending in the Court of Appeals. The statutes are clear, however, as to what constitutes contempt. Any person shall be deemed guilty who “wilfully makes default, or who. having appeared, refuses to answer any questions under inquiry." The statutes state that "no witness is privileged to refuse to testify to any point, or to produce any paper, respecting which he shall be examined by either House, upon the ground that his testimony to such fact' or his production of such paper may tend to disgrace him or otherwise render him infamous."
