HOW WILL WATSON VOTE WHEN VARE SEEM SEAT? That Is Question Washington Asks —Up to Indiana Voters. By Roscoe B. Fleming Times Staff Corresvondent ■WASHINGTON, July 16—Will Senators Watson and Robinson of Indiana vote for William S. Vare if he wins the Pennsylvania senatorial fight and comes to Washington to take a seat in the United States Senate? It is expected here that every Republican senatorial candidate will be asked this question by his opponents during the campaign this fall. In Wisconsin, ex-Governor Blaine and Senator Lenroot, who are opposing each \ other for the Republican nomination, have already gone on record as opposing the seating of Vare, who spent to win the senatorial nomination. Defeat for Vare It is also generally conceded here that Vare cannot be seated if he is elected. Possibly even by the time of the election enough Republicans running for re-election will have pledged themselves against him to make bis Senate defeat certain, combined with the Progressives and Democrats. Even the Philadelphia Public Ledger, hardest-boiled of Republican organs, has declared of the scandal in his own State that “such financial debauchery of elections cannot be condoned.” The $3,000,000 primary has shocked the entire Nation. Jim Silent Senator Watson preserved silence during the senatorial debates upon the subject. But only two months ago, when twitted b£ Senator Harrison of Mississippi upon his Newberry vote, Watson told the Senate that "the people of Indiana knew all about the Newberry case and approved of Newberry. I have never lost a vote by my position for him.” The Newberry case of 1922 was as shocking at the time as the VarePepper case is now proving. Watson had just entered upon his six-year term, and the State of Indiana is now passing upon him in a general election for th 9 first time. He was one of the most'assiduous of Newberry’s defenders. to forget that they voted for him, and that public disapproval has sent many of them back to private life for attempting to Justify the $196,000 expenditure of the late Senator from Michigan, Watson’s boldness in apparently throwing down the gauntlet to his opponents on the issue surprised Washington. It was said that he must feel either that Indiana voters care little about corruption or that, the case is four years old and forgotten. Another development has indicated that Watson may find it expedient to be shocked by the Vare expenditures, however. He was one of a Senate sub-committee wh|cfl| handled the Neely and La Follette resolutions putting a strict limit upon expenditures. The resolution as it left that subcommittee, headed by Watson, was surprisingly good, from the standpoint of the anti-corruptionists. It declared that recent extravagant expenditures were harmful to the Senate and the country, and put a strict limit of not more than $25,000, exclusive of postage, upon candidates, who expect to be seated. The resolution went over to the December session,“because of the filibuster of Senator Cameron of Arizona, a “Newberry Senator,” who is up for re-election. Watson rushed up anh gleefully congratulated Cameron after the Senate had adjourned. But his handling of the resolution previously had tended to put him on record against Vare. CLARK APPEAL EXPECTED Jury Denies Alleged Daughters Share in $50,000,000 Estate. Bn Vnited frcss BUTTE, Mont., July 16—Indications today were that an appeal would be taken from the District Court decision returned Thursday night denying three elderly women a share in the $50,000,000 estate of the late Senator William A. Clark. The three women claimed to be daughters of Clark through a former marriage and claimed they, with their mother, had been abandoned by Clark —who later became a Montana Copper king—in Missouri. The three women Mrs. Effie Clark McWilliams of piarksdale, Mo., Alma Clark Hines of Orrick, Mo., and Addie L. Clarke Miller of Denver. The jury, in deciding the case, decided there had been no marriage between Clark and Tabitha (Kate) Brooks, mother of the three women.
