Advent of the automobile and motor bus brought with It new conditions in time of a-street car strike, William F. Milholland, Indianapolis Street Railway Company assistant secretary observed today in recalling Incidents of the 1892 strike. Violence which accompanied the walkout made the incident historic. “Tne public had a lot more to worry about then than In the present walk-out, because there were no other speedy means of transportation. It was no easy thing to get across town then,” Milhollanck who was with the street car company at that time, declared. Population Only 65,000 city’s horse-drawn cabs were taxed heavily in those days, although the population was only about 65,000. Many persons were badly beaten as a result of the 1 strike. One afternoon we bad a lot j of trouble' when Kingan & Cjl cmj ployes walked out In sympathyVith i the strikers.” he said. Only a few electric cars, whfch j were inaugurated on the Fatrview Park line in June, 1890, jyere in use at the time of the historic strike, • wlWch occurred in extremely cold ! weather, Milholland said. Milholland, who Joined the company in 1883, recalls numerous strikes since then, the 1913 walk-out being the most recent strike of any consequence. Many Strikes “During the horse-car days a strike of a few hours was a common thing,” he said. “In the 1892 labor trouble the union men sought higher wages and 1 recognition the organization. | The strike, which lasted some Time, ended with appointment of W. T. ! Steele, former purchasing agent, now living In Massachusetts, as reI eeiver for the company. I A street car was run off the track i and overturned In front of the Indiana National Bank at Pennsylvania and Washington Sts., several persons receiving injuries. TUX LEW CAN BE SLASHED 5 CENTS * (Continued From Page 1) the automobile license fee law, declared unconstitutional in February, 1924. This fund, amounting to about a million dollars, should have been turned Into the State treasury prior to October 1, 1925. and the State highway fund would have been entitled to it If settlement had been r made ' according to the 19Q7 depository 'Jaw, _ In claiming this fund, it Is the theory of the highway commission that county treasurers are agents of the State in the collection of State taxes and that the funds belong to the State highways because the country treasurers were acting only as custodians of the money. The State finance board pan call for advance payments on this theory. The Income from public revenue in Indiana for the fiscal year ending Sept. 30, 1923, exceeded the disbursements by $3,245,250.93, a sum in excess of the state' debt on Sept. 30, 1925. n Much From Taxes From each dollar of the revenue collected, 31 cents came from taxes. The gas tax produced 13 cents, Federal road aid was 7 cents, the automobile license fee'produced 10 cents, insurance fees 3 cents. Inheritance tax 2 cents, office fees 3 cents nnd all other sources 32 cents. In the money spent, 31 cents of etch dollar went to make good tho pay-as-you-go plan of tho State highways. The State Institutions used 9 cents, schools 10 cents, educational institutions 5 cents, teachers’ retirement fund 3 cents andvall others combined 42 cents. According to these figures, the gas, license and Federal aid taxes added to the inheritance tax made a sum in excess of what tho highway department received for Its us. Should Be Sufficient With the Stato debt cleaned up, 'a 23-cent levy should be sufficient to take care of all State needs. When the figures of tha State departments ave made available on Sept. 30, 1926, it will be seen that there has not been a saving or lessening of tho expenditures. Instead it will he apparent, it Is believed, that the automobile owners and operators in tho State ( have practically annihilated the State debt. In 1919, yrhen the change In the State tax law went into effect, and an 18-cent levy produced $2,600,060 more money than a ffb.l-cent levy had produced the yeur before, tho total collected by the levy was $lO,794,101.7 G. GENEVA, July 7.—Prospect* of early and effective limitation of manients ns a result of the aLi> weeks’ session of the League of Nae tions dlsaripanent commission ara not great today as the delegates en ter upon a three-weeks’ adjourn* ment. \ The problems of disarmament have been more clearly defined and with each definition the difference* he* tween the views of the continental military bloc and the varying fol* lowing of the United States and tereat Britain have become more ap* parent. The continental countries, frequently with the assistance of Japan and various South American countries, generally prevulled in making the following decisions, which depresent the results of tho conference so far. The Basts The commission decided that th* basis for the program of the disarmament conference which Is pooled to result from the nary discussion shall be: 1. Military, naval and aerial arm* aments constitute an inseparable whole and must bo treated as a single problem. 2. Any limitation agreed upon shall be applicable only to peacetime effectives. No t'hemlcal Warfare 3. Chemical warfare shall be eliminated. N 4. Naval reductions mult be made upon a basis of total tonnage and guns. 5. Military reduction must he made on a basis of peace-time effectives, period of service, training nnd war material In service, with consideration being given to trained reserves and material in stock. 6. Aerial reduction must be made on a basis of total horsepower And number of planes; and total horsepower nnd ruble meters for dirigibles. Consideration will be given to the total number of pilots. 7. Budgetary appropriations do not constitute a practicable basis for comparing or limiting armaments. Armaments Defined The commission defined armintents as including:. 1. Renee time effective*. 2. “Forces" prepared for war. such as trained reserves and materials in use or In stock. 3. Ultimate war strength including raw r mutcrlnla and tho/ ability to mobilize industry. In addition to the foregoing decisions. tho United Htntes, Britain, Argentina and Chile filed minority report asserting that reduction was possible only by limit, ing tonnage by classes rather than by total tonnage. Meet in Aug. 5 On Aug. 2 the commission, convenes again to tuke up the remaining queatldh on Its Agenda: 1. Whether a difference exist* between military and civil aviation. 2. Whether a difference exists between defensive und aggressive armaments, frenchancrTas - DEBTfACTGROWS 'Public Protests Ratification of U. S. Agreement. Bu United Prexx PARIS, July 7.—From Pnrls to tho most remote corners of Franc* opposition to the Melon-Berengcr Debz funding agreement Is growing todAy while tho Chamber of Deputies debeates the llnanclnl situation which cannot he remedledll according to Finance Minister Cnlllnux. except by ratification of tho agreement to pay. Mootings <>f protest flcntlon of tho promts* to pay debt to America have been hold throughout, the country, and In each case opposition centers upon tho United States refusal to permit insertion of a “safeguard clause." Such a clause would provide for a revision of the debt term* If tho French capacity to pay should alter, In reality tho clause would make French payments to the United States dependent upon German reparations payments to France. Deputy Franklin Roullon declared tho debt settlement might one day permit Germany to purchase the French obligations and come knocking at the gate of Paris demanding payment.
