RUBBER CONTROL GRAB IS SEEN IN * PHILIPPINE BILL Measure Puts Pagan Territory Under Washington Rule. By William Philip Simins Times Staff Correspondent WASHINGTON, June 25.—Filipinos both here and in the Philippines are up in arms against what they characterize as a bold scheme to grab and exploit more than half the richest area of the islands. The reference is to the bill just introduced in Congress by Representative Robert L. Bacon of New York and which President Coolidge is now studying with a view to giving it his support. The bill would take the territoy inhabited by the Mohammedan Vf oros from under the existing Phil#>ine government and put it under /might American rule. There would ie an American governor appointed by the President and a legislative council which would include threeMoros. Allegiance to Washington Philippine laws wbuld not apply and the inhabitants of the territory

would owe allegiance' to Washington instead of Manila. ‘‘The advocates of Philippine exploitation have finally revealed their full hand,” comments the current issue of the Philippine Republic, organ of the Filipinos in this country. ‘‘This measure for the final solution of the Philippine problem,” the magazine continues, “set forth a scheme by which American capitalists would ultimately fall heir to 60 per cent of the richest Philippine public lands remaining open for entry. ‘‘The bill would remove the best and most promising area of tlite Philippine archipelago, namely the Islands if Minandlno Basilan, Palawan and the Sulu group from the jurisdiction of the present Philippine government and confer on this Mohammedan and Pagan territory a separate and distinct form of government under the ‘authority of the United States. Rubber growers claim plantations cannot be worked profitable on so small a scale. ‘*The underlying Incentive for the proposed division of the Philippines is not, of course, to really preserve any rights o any land for the Moros or Pagans,” says the paper above referred to, “hut to get this great empire, one of the richest in undeveloped natural resources in the world, in some status that will permit it unlimited 'exploitation American capitalists. „ Gen. Emilio Aguinaldo, hero of the Philippine insurrection first against Spain, then against the United States, but for many years now a good friend of this country—has cabled a protest to President Coolidge. The President, however, has let it be known that he Is interested in the measure and expects to get a report on It from Gen.
