REBELLION OVER BUREAUCRACY Resolution Rapping County Unit Plan Tabled. Rebellion against Republican usurpation of power broke out In the caucus of Eleventh district delegates to the Republican State convention Wednesday night. The revolt, in the last analysis,j was an attack on the county unit' system proposed for school operation, but was prefaced by a strong denunciation of the trend to bureau-' cratic reign. A resolution presented by Delegate Eton Tucker of Jonesboro said: ‘‘To- 1 day the most serious and most Hagrant violation of our rights Is being attempted by a few self-constituted leaders In reaching out for more power nnd attempting to take front and deprive us of the great sheet I anchor of our safety, our local form 1 of government, better known as a' township unit.” After debate, the resolution was referred without recommendation to the convention resolutions committee, where ft motion to table it won. ARID EDITOR IS AMONG ABSENT (Cuntinucfl From Page 1) county sheriffs, and their seizure in the room of a business man of a bottle of liquor said to have been taken by Federal agents in a raid. It was explained that this liquor had been left by Itifford in the custody of the business man to ho ! turned over to Sanders. It was immediately after this raid that Circuti Judge Charles P. Bock got busy. Bock is locally known as “the fighting judge’’ who ordered Investigation of wholesale vote stealing in the city primary a year ago In which tho Ku-Klux Klan Republican slate was victorious. Since those investigations a faction of bin party has threatened to get Bock. Judge Is Wanted When tho liquor token In the I hotel raids was placed in Judge I Bock’s custody he decided to take it to Indianapolis nnd turn it over to Federal authorities in person. But he suddenly decided not to do so. It is said that he changed his mind on learning of a plot to arrest him as he stepped from the train at Indianapolis with the bottle of booze in his possession. Instead of chancing such embarrassment Jtidgo Hock bided his time. The opportunity came wlten Hugli Fields, alleged master bootlegger of Evansville, sought continuance of his case which had previously been continued several times. Judg" Bock's inquiry brought from Fields that he asked continuance, because Editor Sanders had instructed him to. F4hls then spilled tho beans. He said he had'paid Sanders SSO for protection in the courts and that Sanders claimed a prominent KuKlux official was cooperating with him. Reflections Probed The special grand jury called ti probe these intimations against tho local court was also Instructed to investigate statements brought out reflecting on Federal Judge Robert C. Baltzell's court at Indianapolis. On top of these activities Ingram Reid, another bootlegger, added lo tho sensation by alleging in open 1 court that last December Editor .‘-Sanders had assured him he could j prevent presentation of evidence against him to the Federal grand jury. Reid asserted that on December 17 Sanders hud gone to Indianapolis and had phoned from there that things were nil fixed and ICeid should bring hIH money. Reid declared that in Sanders’ room at tho Sevorln Hotel at Indianapolis Sanders demanded SI6OO for his services but had compromised for SS3O. In reply to Judge Burk's question, Reid said no action had since been taken against him by tho federal grand jury. People Wonder All of which Is causing tho good people of Evansvlllo and vicinity lo wonder. They are wondering whether enforcement of the liquor laws without providing a big opening for gfaft is possible. They are bewildered. It was on the pretext that local officials were not enforcing tho laws that Editor Sanders announced the calling In of Federal help. Now Sanders, whom some looked to n Moses ready to lead them out of the Red Sea o bootleggers, Is gone. The county grand Jury Is still probing and the end Is not In sight. Meanwhile Sheriff Shelby McDowell, whom Editor Sanders charged with neglect of enforcement, has disbanded the Indiana Horse Thief Detective Association in this county. Ho has called In the eighty badges for which the holders paid together with a county fee of $5. This organization had been the authoritative auxiliary of the Klan In Indiana since D. 8. Stephenson, an Evansville promoter, organized the first klavern in the north In 1920. Stephenson, who la now in Indiana State Prison for the murder of Madge Oberholtzer, at Indianapolis, saw great possibilities in having a complaint organization with State given privilege to carry arms >— make arrests. Sheriff McDowell who was elected by Klan support says that in future the sheriff will perform all the duties hitherto entrusted to the horse thief detectives.
