Pepper's opponents say this is a smoke-screen to obscure the Senator’s somewhat vague attitude on prohibition. Washington has begun to realize that he is not only an adeptflnancier, but a canny politician, who despite his appearance of being terribly embarrassed and uncertain of hinlself, knows exactly what he wants and how to get it—and gets it.
